Syd Snair moved to approve lite minutes of the meeting of April 19. 1988. The motion was duly
seconded by Johnnie Williams and carried unanimously.

Seretary Laursen introduced Mr. (Orland) Bill Carroza as the new member appointed by the City
Manager. Chairman Carwise welcomed Mr. Carroza to the Board.

Secretary Laursen presented to the Board a written resolution commending Tom Chenowellt for
his 12 and 1/2 years of service to lite Civil Service Board and asked the Board to pass and adopt said
resolution.

'Syd Snair' moved the resolution as written be accepted by the Board. The motion was duly seconded
by Dave Keyser and carried unanimously.

,Secretary Laursen:, advised the Board of the status of the Joseph DeSantis case. Copies of the order
were forwarded to the' Board members. The order remanded the matter back to the Civil Service
Board for another hearing with the exclusion of Joseph Carwise's participation. Miles Lance.
Assistant City Attorney, advised the Board there is a period of time to appeal this matter to the
,;' ,~cond Circuit Coun of Appeals. Either or both sides could appeal. It was his opinion the Board

Syd Snair raised a question about a test taken by D. J. Wlasiuk. This was a promotion for this
employec. but an individual was hired from the open eligibility Ust. Secretary Laursen briefly
described the procedure involved. Many tests are advertised simultaneously as both promotional
. and. open. If this was the case in this particular instance. the decision ultimately Hes with the
department or division doing, the hiring. Discussion ensued regarding this matter.
Secretary Laursen advised Mr. Snair he would look Into this matter further and respond to his
inqui ry.'
'Syd Snair also asked if Personnel could tell him how many times Mr. Wlasiuk has taken
examinations over the last five years. Secretary Laursen Slated he would provide this information.
Mr. Snair advised the Board he would not be available to attend the August 16. 1988. meeting.
, Secretary Laursen advised the Board he received a telephone call from Ron Rabun, City Manager.
