04/19/1988Proceedings of the Civil Service Board Meeting of April 19, 1988. Present Dr. Joseph Carwise, Chairman David Keyser, Member Johnnie Williams, Member Syd Snair, Member H. Michael Laursen, Personnel Director Jeffrey Harper, Assistant Personnel Director Deborah L. Lally, Personnel Department Miles A. Lance, Assistant City Attorney Ron H. Rabun, City Manager The meeting was called to order at 5:00 P. M. Page 1 V/ . W. Syd Snair moved to approve the minutes of the meeting of December 9. 1987. The motion was duly seconded by Dave Keyser and carried unanimously. Sr, eclion of Chaalrman for !QalCndar yeep „1938 1 According to City Code, the Civil Service Board must select a chairman for each calendar year. This selection will be for calendar year 1988. Syd Snair moved to retain Joseph Carwise as Chairman of the Board. The motion was duly seconded by Johnnie Williams and carried unanimously. Selectlnn or the Firth Roard Meer Johnnie Williams' term on the Board will expire on May 13, 1988. Discussion ensued as to whether or not the current Board, which consists of only two elected members and one City Manager-appointed member, could appoint the fifth member since the City Code requires this member be appointed by the other four. It was the opinion of Miles Lance, Assistant City Attorney, that. the appointment should wait until the new member is appointed by the City Manager. Dave Keyser moved that Johnnie Williams continue to serve until such time as a new member is appointed by the City Manager and the full Board can vote on this matter. The motion was duly seconded by 'Syd Snair. Johnnie Williams agreed to continue on the Hoard until such time. The motion was carried unanimously. The Board questioned Ron Rabun, City Manager, as to when he will be making this appointment. Mr. Rabun advised them he has only one applicant to consider and would like to wait until he has several from whom to choose. Mr. Rabun felt an appointment would be made by the Board's next meeting.. Director's Rennrts Secretary Laursen advised the Board a new examination in the form of a training and experience questionnaire has been administered for Police Lieutenant. This type of test is different from the written test and assessment center which is usually administered for this position. However, in light, of 1 he recent grievance filed by the sergeants, it was decided this would be the best type of . shortly. examination to give. Dave Keyser questioned Y the amount of examinations administered in 1987. He felt 2708 was quite a large amount. Secretary " Laursen and Jeff Harper, Assistant Personnel Director, explained that some exarninitions are often administered to large groups of people at one time. There were no other questions. Secretary Laursen asked the Board to authorize him to prepare some type of resolution to ' recognize Tom Chenoweth's 'I2 1/2 years of service to the Board. Mr. Laursen would like this signed: by,. the Board. Syd Snair asked whether this would be better coming from the City ?'. CamitiESSion. Mr. Laursen advised him that the City Commission does this, but he feels something i' 'should :also coma from the Board. Ttie Beard concurred. The meeting adjourned at 5:24 P.M. ;, ..
