Any new ordinance must come before the City Commission for approval and then must be presented to the citizens of Clearwater. The ordinance was scheduled for first and second reading this month and a special referendum upon its passage, However, at the last meeting of the City Commission and the Pension Rewrite Committee, it was determined more time is needed to refine the' ,ordinance. To dnte, Secrelary Laursen has received about 50 responses La the memorandum. One of the mnJor changes in the ordinance will bc the elimination of the 4S-yenr age limit for membership in the pension plan. This raises n question as to what alternative exists Cor those employees currently over age 4S who would like to become members of the pension plan. There are several ahernativcs being considered at this time, Secretary Laursen informed the Board that certain portions of the Cody Study have been ,implemented as of this date. The fonner executive. professional-managerial. and confidential pay plans have been consolidated into one plan called the SAMP (supervisory-administrative- managerial-professional) Plan. There nrc several classifications in the current regular pay plnn that should be in the SAMP Plan. Since these arc positions covered under collective bargaining, no action can be taken until these changes arc presented to the union. Secretary Laursen questioned whether the Board ) wanted to take action on the proposal for handling disciplinary proceedings as submitted by Miles \~.' Lance for their approval. It was the consensus that no action will be taken until the other two ,", Board members arc present. ' ;",' Employees/Citizens to be Heard :('>,'~~~ay' Wy]an~. City empl~yee, questioned a revision in the Civil Service Rules & Regulations which :!, \Jw,ould eHmmate the right to use one-half of accumulated sick leave in conjunction with :::::' . retirement to extend the retirement date. This is inconsistent with the current contract proposal. :';,':' ' . Mr. ,Laursen explained' he will make a recommendation to the City Manager that this change be ',. " : , deleted from the revision of the Rules. , , ~ I . '. 'Mr. Wyland also asked what was considered to be nn "employment area. U Mr. Laursen advised him ce~ain ,employees who are subject to stand-by duty may be required to reside in the employment 'ar~a during their stand-by time to allow the fastest response time to an emergency. Legal cases involving the right to 'require employees to reside in the employment area have been upheld, .Jon Russell. City ,employee. questioned how the implementation of the Cody study will be handled with regard to employees under collective bargaining. Mr. Laursen advised him the CW A regional office will, be contacted to detennine if there is any objection. Any changes will be made within the parameters of the law. ,', '1'.. ,Robert E. Kretzmer. Finance Department employee. questioned whether the Pension Rewrite 'Committee. in light of the decision to eliminate the 4S-ycar age limit, has discussed how long an employee must work. Mr. Laursen stated this has been discussed informally by different members 'but' needs to be discussed by the Committee as a whole. ' Ray Wylanc:t asked whether the Committee was aware of the Florida law which states vesting would be allowed after five years rather than ten years. Miles Lance.
