'"- The meeting was called to order at 7:30 P. M. Syd Snair moved to approve the minutes of the meeting of April 21, 1987. The motion was duly seconded by David Keyser and carried unanimously. Syd Snair moved to approve the minutes of the meeting of May 19, 1987. The motion was duly seconded by Johnnie Williams and carried unanimously. David Keyser stated he had a problem with the minutes of May 26. 1987, in that they did not reflect the {'pinion of Dr. Carwise while those of the other panics were included. Mr. Keyser felt Dr. Carwise's comments regarding racism should be made a part of the minutes. Dr. Carwise disagreed with Mr. Keyser in that the comments he made were not his opinion but information that had been reported to him. Mr. Keyser would like the minutes amended to state this opinion and the fact it was not Dr. Carwise~s personal opinion but that of others. David Keyser moved the minutes of the meeting of May 26. 1987, not be approved until the , Board sees a copy of the transcript. The motion was duly seconded by Syd Snair. Keyser and Snair, voted "aye;" Carwise voted nnay;ll and Williams abstained. Dr. Carwise stated what he reported was a conversation. and he did so only to allow the person involved to have an opportunity to respond to these statements. Secretary Laursen presented each member with a copy of the Pay and Classification Study submitted, by Cody & Associates. He informed them copies of the report have been distributed to all interested parties. No action by the Board was necessary. The City Commission will take action on areas of the report that do not involve the unions. Matters involving the unions will become a part of the collective bargaining process. The finding of the consultant was the City of Clearwater's salaries arc competitive with both 'public agencies and private industry; but some changes should be made in the pay plans, such as the consolidation of the current six pay plans into four and the elimination of pay steps with only a minimum and maximum pay range. Some reclassifications will be needed but this information will be supplied to the Board at a later date. Secretary Laursen informed the Board of the unclassified appointments of Bill McCall as 'Communications Coordinator, Doug Barnes as Data Processing Manager, and Phil Bennis as ,Purchasing Officer. :',: ~ :. Secretory, Laursen informed the Board they c'ould' have modified the conclusion and taken disciplinary action other than a dis~lsslll, but cither party then has the right to appeal to the Circuit Court. Lance will devise a proposed method of presentation for the Board to '; Dr. Carwise questioned whether the Board members would prefer to meet at 5:00 P.M. rather mnn 7:30 P.M.
