04/21/1987{ l Present Proceedings of f4 Civil Service Board Meeting of April 21, 1987. Dr. Joseph Carwlse, Chairman Tom Chenoweth, Member David Keyser, Member Johnnie Williams, Member Syd Snair, Member H. Michael Laursen, Personnel Director Jeffrey Harper, Assistant Personnel Director ?.` Deborah Lally, Personnel Department Miles Lance, Assistant City Attorney The meeting was called to order at 7:30 P. M. Chairman Carwise welcomed the new member Syd Snair to the Board. Tom Chenoweth moved to approve the minutes of the meeting of February 17, 1987. The motion was seconded by David Keyser and carried unanimously. Secretary Laursen gave the Board an update on the status of the DeSantis appeal. The matter has been before the Hearing Officer, all briefs have been filed, and a final report will be forthcoming from the Hearing Officer. This will be brought before the Civil Service Board at that time. Mr. Laursen advised the Board of the status of the Pay and Classification Study being conducted by Cody and Associates. Mr. Cody has completed his interviews with all departments, conducted his salary survey, and 0 reviewed the pay plan and all job classifications. He Is In the final stages of preparing his Initial report to the City which should be ready within the next couple of weeks. Mr. Laursen stated it has been indicated to him the City of Clearwater's pay plan is competitive with other agencies and private industry. There will be a number of reclassifications and title changes proposed by Mr. Cody. Mr. Laursen Informed the Board that upon the resignation of Mike Kenton, the City Manager has determined it would be more effective to make Environmental Management a division of Public Works rather than part of Planning and Urban Development. This reorganization is underway. Mr. Laursen also informed the Board of the new immigration and Nationality Control Act which has been passed by Congress. This requires all employers to verify that every applicant is either a citizen of the United States or a legal resident of this country. This was established in an effort to control the employment of Illegal aliens. Secretary Laursen presented each Board member with a copy of the Annual Report for 1986 which the Personnel Department Is required by ordinance to provide to the Board and the City Manager each year. They were asked to review the report and contact the Personnel Office if they had any questions or would like to speak to anyone on the staff. Mr. Laursen also gave the Board an update on the physical fitness study. The purpose of the study was to ensure the quality of the candidates hired by the Police and Fire Departments. The standards used will be Implemented within the next two to six weeks for all new hires. The meeting adjourned at 7:47 P.M. Respe Ify submitted, H.
