The Mayor stated the purpose of the meeting was for the City
. Commission to receive input from the Civil Service Board regarding the
'proposed ordinance that would place the Personnel Director solely under
. the City Manager.

, Three Board members spoke in opposition to the ordinance stating areas
of independent responsibility of the Personnel Direotor would be lost if
he, is responsible only to the City Manager. Concerns were expressed that
the Personnel Director would not oppose any City Manager policies, would
no longer'be required to make annual reports to the Civil Service Board,
and rather than carrying out the Civil Service la~r would do what the City
Manager dictates.

other problems regarding the implementation of the Civil Servioe law
were mentioned. It was stated the Personnel"Director has not been doing
his job properly by not advising the Civil Service Board of proposed
changes to. Personnel pOlicy. They requestod the proposed ordinanoe be
delayed.and the entire Civil Service ordinance be reviewed.

T~o Board members spoke in.support of, the proposed ordinance stating
. it is ~ifficult fo~ the Personnel Direotor to do his job under the current
dual~appointment system. Also, the Personnel Director has been harassed
by some members of. the board. They feel the ordinance will not adversely
affeot:CivilService law and the Board is trying to do things it does not
have the authority to do.
