Commission to receive input from the Civil Service Board regarding the 'proposed ordinance that would place the Personnel Director solely under . the City Manager. . . ~~..;~ ' ~;~.'~> :~ ~.. ; :.~, t. ....c. ~! .> ,\ ... , Three Board members spoke in opposition to the ordinance stating areas of independent responsibility of the Personnel Direotor would be lost if he, is responsible only to the City Manager. Concerns were expressed that the Personnel Director would not oppose any City Manager policies, would no longer'be required to make annual reports to the Civil Service Board, and rather than carrying out the Civil Service la~r would do what the City Manager dictates. tJ', I. Also, the Personnel Director has been harassed by some members of. the board.
