Mr. Walsh called the meeting of the Civil Service Board to order. Personnel Director
provided members of the Board with a letter from City Manager Anthony Shoemaker in which
it was requested' that the Board defer appointment of a Chairman for the remainder of
calendar year 1984 until its next meeting. This would allow the Manager time to make his
appointment of a member to replace Mrs. Herman.

Mr. Hosch concurred with the City Manager's request and moved that appointment of a Chair-
man be made at ~le next regular Board meeting. Seconded by Mr. Chenoweth and motion
passed 3 to 1 (Ayes: Hosch, Chenoweth, Walsh; Nays: Kane).
Mr. Hosch moved that Mr. Walsh be named acting Chairman until new member is appointed.
Seconded by Mr. Chenoweth and motion carried unanimously.
Mr. Chenoweth moved that the Minutes of the meetings of June 4, 1984 and June 14, 1984 be
approved as prepared. Seconded by Mr~ Hosch and motion carried unanimously.
~embers briefly discussed the Attorney General's response to the Board's request for a
legal opinion on appointment of a Hearing Officer under Ordinance No. 1831. The Attorney
General indicated that the interpretation of local codes, ordinances, and charters was
ordinarily' a function of the attorney of the local government in question. Mrs. Kane moved
that the Board receive the response of the Attorney General. Seconded by Mr. Hosch and
motion carried unanimously.
Mr. Walsh noted that the Board had received copies of the Personnel Action Sheet reflecting
the City1s compliance with the Board's action to assign Mr. William McClure to bio-medic
in the Fire Department. Mr. Chenoweth moved that this item be received. Seconded by
Mr..Hosch. Motion carried unanimously.
Members discussed the receipt of the City Manager's (July 10, 1984) 'memo relative to
Director's letter of June 19, 1984 on behalf of the Board. The Board had requested that
'the City Manager lay before the City Commission two problems relating to the granting of
an 8% wage increase to confidential employees. In that members had not receiv~d the City
~funager'sresponse until, the meeting, Tom Chenowe~h moved that the City Manager's response
,be received and any action be considered' at a future meeting. Seconded by Mary Drew,Kane
and motion passed. ,,'
Director reported (Agenda Item 68) that Mr. Donald Geeck's Attorney had requested an ex-
tension of time relative to preparation of a 'Brief, and subsequently a settle~ent had been
agreed to by the City and Mr. Geeck. Director will provide a copy of the settlement
agreement to the Board via mail.
Director reported (Agenda Item 6b) that a written legal opinion had been received from the
Chief. Assistant City Attorney relative to ~hat rights, if any, a civil service employee
has who, is represented by but not a member of the bargaining agent. In that ,Board Members
,were given this opinion at this time, it w~s moved by Mrs. Kane that the legal opinion be
accepted for discussion at the next meeting. Seconded by Mr. Chenoweth and motion carried
unanimously.
Director passed out letters to the Board relative to the appointment of three community

Committee formed to review the City policies nnd services from the standpoint of access-
ibility to the handicapped citizen.
Mr. Chenoweth moved that the letters be received.

Members discussed"the timing of notices relative to Civil Service Board Meetings. It was
determined that the Director would prepare a Pre-Notice of Board Meetings two weeks prior
to each regularly scheduled meeting and the Agenda would be distributed one week prior
to the meetings. Copies will be forwarded to the press. representatives of bargaining
units, and to all departments for employee information.
Alice Bush. employee of the Public Works Department, discussed the changes that have
occurred in Civil Service over the years such as the introduction of the Executive Pay
Plan, and the development of Unions. Director related that State Statute. Chapter 447
allowed for unionization of employees and that City voters had approved changes in Civil
Service through Referendum in 1978.
