1S;~:~ 'Bob Murray, Training Officer, presented an overview of the various training programs

Ii>,:>"::.:;: '>.being held by the City and by the local training consortium. The Training Consortium
'~<:,~i:.:.'; ,;/.:, is comprised of Clearwater, Pinellas County, Largo, and St. Petersburg governments. The
'~i'\;:':::!',~:'~\>,~ . sharing. of. training expertise and resources has been most beneficial to all the agencies.
'J~;::\>:::; It was noted that the University of South Florida has also been involved in the provision

:;;~:,:.",:-. of training_. The training programs range from public relations and supervision, to skills
*'~~::<Z':~ ': '; . t.raining in 7Quipment operation. A remedia.l training program is also being provided to

:F.;',.;"; ,":' Report to the City Manager which complimented the Personnel Department and Mr. Murray

Chairperson Herman called.meeting to order.
Mr. Hosch asked that the Minutes reflect that the Civil Service Board Members commend
.the Personnel Department for the excellent'trainingprograms which were described_
Mrs. Kane brought up the issue of Civil Service Board Meetings and moved that such
meetings be held every other morith. Mr. Chenoweth seconded the.motion which carried
unanimously. It was determined that the third Monday evening of every second month would
be the regularly scheduled meeting date. The next meeting will be January 16, 1984.
At the request of Ms. Herman, the Personnel Department distributed copies of the Pay Plan
to Board Members and presented an overview as to each of the three sections of the Plan -
RegularJ managerial~ and Executive.
Ms. Kane brought up the concern that had been expressed by several employees in a letter

to the Board. This letter reflected the objection of six employee" to the fact that some
employees received a 6% increase as bargained for by the CWA and other employees were
'granted an 8% increase. Questions were raised as to whether the Union ratification vote
was proper and whether the Union relied upon the City to determine who was eligible ,to
vote. Following discussion on this matter. Mr. Hosch moved that the Personnel Director
, lay this matter before the City Manager t the Union Bargaining Unit, and the City At torney.
Seconded by Ms. Kane and motion carried with Mr. Chenoweth voting no.

. Ms. Kane and Mr. Walsh both requested that the Personnel Director apprise the Board of
the outcome as soon as possible.
Ms. Kane read a letter from Mr. William Symons in which a number of questions about how
the decisions were made and upon what factors the City determined who received the 6%
increase and who received the 8% increase. Personnel Director asked that Ms. Kane provide
a copy of the letter so that it could be forwarded to all Board Members.
Chairperson Herman Bsked if any citizens or employees wished to speak on any subject.
Donald Geeck indicated that h'e had been terminated this day and wanted to know how to
