K,• .r i,- i.,rc The Civil Service Board met on May 12, 1983 at 7:30 P.M. in the Personnel Department Conference Room, City Hall, Clearwater, Present:, Helen Herman, Temporary Chairman Tom Chenoweth, Member Mary Threw Kane, Member Visitors:. Margaret Mayer Jim Spychalski Mikell L. St.Ge>:mai.n M.. D. Pettit Frank Kowalski, Asst. City Attorney- Jeff Harper, Asst.. Personnel Director Mrs. Herman called the meeting to order at 7:30 P.M. Mr. Chenoweth moved.that the Minutes of the meeting of April 14, 1983 be approved. Motion was seconded by Marry Drew Kane and passed '(3-0), Mrs. Herman expressed her thanks to Mrs. Craig for the preparation of the Minutes of the Board indicating that they were quite well done. Board Members discussed-whether, in.the absence of Mr. Finch, it would be appropriate to make'an appointment, It was determined that they should proceed to conclude an appointment-and not involve further delay to the process., Chairman recognized Margaret P.' Mayer who was in attendance. Mrs. Mayer was one of the'citizeha who had volunteered her services and had been unable to attend the April 14th meeting. She stated her interest and desire to serve the community as a Civil Service Board Member. Personnel Director advised the Board that Mr. Kowalski, Chief Assistant City Attorney, had explained to hire the use of secret balloting would not be consistent with State of Florida provisions for government in the Sunshine. It was the Board's decision that each Board Member should rank each of the eight candidates in order of preference by the Board Member and that the Personnel Director read those rankings. The rankings would result in the following application of points for each candidate: Each first place ranking equals eight points. Each second place ranking equals seven points. Each third place ranking equals six points. Each fourth place ranking equals five points. Each fifth place ranking equals four points,- Each sixth place ranking equals three-points. Each.seventh place ranking equals two points. Each eighth place ranking equals one point. The'top three-candidates, following a consolidation of the first rankings,would be eligible for consideration by a second balloting. The same process would be followed with each-'Board Member ranking the.three candidates in order of preference. A ranking of-first would result in three.points; second, two points; and third, one point. The highest candidate would subsequently reflect the Board's selection for the Civil Service Board., Initial ballots were cast and then read aloud by the Director who first identified the Aoaird'Member and then that Member's ranking. Tom Chenoweth moved that the Board appoint Mr. Louis Hosch to the Civil Service Board. Motion was seconded by Mary Drew Kane and passed (3-0). Helen Herman commended the Personnel Department for the fine Annual Report (1982 Calendar. year), particularly the communications aspects. :.-Mary Drew Kane inquired as to the status of the Secretary I1 position in the Gas Sales r •. Division. Personnel,Director explained that the position had been converted to a contract position involving both gas sales and office work. Actin Chairman Helen Herman asked that Secretary Laursen write a letter to Louis Hosch informing him of his appointment to the Civil Service Board.
