The Civil Service Board met in regular session on March 22, 19B3 at 1~30 P.M. in the
New Conference Room, Personnel Deportment

Director opened meeting and asked for a Temporary Chairman to be designated.
Mr. Chenoweth nominated Helen Herman. Motion was seconded by Mr. Finch and carried
unanimously.
Mrs. Herman asked the Board to observe a few moments of silence in honor of Mrs. Wilder.
Mr. Chenoweth moved, and Mrs. Kane seconded, a motion that consideration of appointment
of a Chairman for Calendar Year 1983 be postponed until after Agenda Item #4 had been
considered. Motion passed unanimously.
Mr. Chenoweth moved that the Minutes of the Board Meeting of October 20, 1982 be
approved. Motion was seconded by Mrs. Kane and passed unanimously.
Board discussed the appointment of its designee as a Board Member. Director reviewed
the process used by the Board at the time of Mrs. Wilder's original appointment. This
'process involved the issuance of a press release advising of the vacancy and having
interested persons submit a resume. Subsequently, each candidate was permitted a few
minutes to address the Board at a meeting, giving their background and reasons for
desiring to be a member. Tom Chenoweth moved that the Board utilize this same procedure.
,Mr~ ,Finch sec~nded the motion and it passed unanimously. It was determined that resumes
would' be accepted through April 8, 1983 and the Board would meet on April 14th to make
its appoin~ment.
Mrs. Kane inquired as to the scoring of several questions on the recently administered
I examination for Building Inspector I. There were approximately six questions in which
the examinees had' to make a computation and a large number of the candidates responded
with' the proper numerical answers but failed to indicate unit of measurement. These
answers were counted wrong. The Director and Assistant Director indicated that these
answers were 'incomplete and a designation of the units of measurement was a critical
component of the answers. Mrs. Drew and Mr. Robert Zacker, an employee who had taken
the examination. contended that the numerical designation itself should be sufficient
and reflected a proper answer. Resolution of this concern then was directed to the
capability for re-examination. Civil Service Rules permit applicants to re-take
examinations after a 45 day period haa elapsed. Director noted that the Building
Director had requested the examination be given again if less than five whole score
groups were available from the first administration. Mr. Finch moved, loirs. Kane
seconded nnd motion passed unanimously that the City Manager be requested to direct
the examination be administered by Personnel after 45 days had elapsed from the first
, exam and that all candidates be advised of the opportunity to re-take the examination.
