The Civil Service Board met in session on Monday, September 28, 1981 at 7:30 P.M.
in the Personnel Department, City Hall, Clearwater to conduct a Public Hearing
on announced revisions to Civil Service Rule 8.
Members Present: Jeanne Wilder, Alex Finch and Mary D. Kane
Others Present: Gerald Weimer, Jeff harper
ry?t,jf° 4 The Personnel Director explained all the revisions to the various Sections of
:. Rule 8. The primary revision was noted as being the replacement of the "Rule
of Five" with the "Rule of Five Rounded Scores," Director explained how the
Rule of Five Scores-is to be applied,, i.e., by first dropping all numbers in the
final exam score that are located to the right of the decimal and then certifying
those applicants from an Eligible List who are in the highest five scores on the
list.
Man of the changes in Rule 8 were needed to bring the Rule into conformance with
Ordinance'No. 1831, It.was, also pointed out that one change would remove the
requirement that an employee who accepts appointment to another position while
lf'':'t serving an initial probationary period has to resign, thus permitting employees
,.to retain seniority and their benefits when they are in this situation.
There being no-citizens or employees present requiring further explanation, it
was moved by Alex Finch that the Civil Service Board support the changes
.? r•=€.=•=;S.?a,' • to Rule 8 and recommend their adoption to the City Manager. Motion was seconded
by Mary D.. Kane and subsequently carried,
