The Clearwnter Civil Service Board met in special session on Tuesday,
January 29. 1980 at 7:30 P.M. in the Personnel Department, City Hall.

Members present: Jeanne Wilder, Chairman, Tom Chenoweth, Helen Herman and Mary Kane.

Representing City Manager - Gerald B. Weimer, Asst. City Manager
Representing City Attorney - Richard Griesinger, Asst. City Attorney
Chairman Wilder called meeting to order.
Board reviewed the Recommended ,Order of Hearing Officer Delphene C. Strickland
re: Case No. 79~1912. . This Recommended Order resulted from a Hearing held
on November 8, 1979 in the case of Fletcher Armour, Petitioner vs. City of
Clearwater, Respondent.
Members of the Board expressed concern over the length of time involved between
the Hearing (ll~8-79) and the filing 1-10-80) of the Recommended Order. Members
also noted one. error i~ the "Firidings" where it is stated that Mr. Armour
'1. ...could not take the requested four (4) days in December." This phrase related
to'eaFricd' vacation which the employee, subject to departmental approval, could
take anytime during 1979.
Mr. Chenoweth moved that the Findings and Conclusions of Law submitted by
..Delphene C. Strickland, Hearing Officer in Case No. 79-1912 (Fletcher Armour vs.
City) be adopted by the Civil Service Board and fo~arded to the City Manager.
Seconded by Helen Herman and motion carried.
Members of the Board expressed a desire to attend hearings in the future or
receive transcripts of hearings when available.
