The Clearwater Civil Service Board met in regular session on Tuesday, October 2, 1979
at 7:30 P.M. in the Personnel Department, City Hall.
Members present: Jeanne Wilder, Chairman, TOfU Chenoweth, Helen Hennan, and Mary D. Kane.
Visitors: Hobart Douglas, W. J. Pearson, Robert Austin, Jack Geisel, Jackie Sulek,

Chairman Wilder called meeting to order.
Mr. Chenoweth moved that the minutes of meeting of May 1, 1979 be approved, seconded
by Mary Drew Kane and motion carried unanimously.
Chairman asked Robert Austin to present his grievance. Mr. Austin stated that at
this time he was not ready to submit a grievance. Chairman then asked Mr. Laursen
or Mr. Weimer to give the Board Members Some background on the Sanitation Division
'Task Force procedure.
Hr. Weimer stated that administration is aware of the fact that there is a problem in
the Sanitation Division. Since administration does not have the time to do a complete
study and recommend the possible revamping of the Sanitation Division to resolve
the problems, the City Manager has signed a contract with Management Improvement Corpor-
,ation,of America to do that in-depth study. Contract was signed August 2, 1979. At
. ,the en4,of the study, the City will be able to address the questions that have been
raised at this meeting, particularly the Task Force, snd whether it should be continued.
Mr~ Weimer' stated with that introduction he would like to get into the history of Task
Force. The Task Force system has been used in the Sanitation Division for 15-20 years.
This system developed out of problems that were unique to refuse collection. It was a
system where the City would guarantee the people on the routes 8 hours work a day and
paid them for 8 hours work. At one time it was even increased to 44 hours per week.
The men worked the routes and if they finished before 8 hours, they were paid for 8
hours. One of the reasons for the Task Force System was because there were many lay-outs.
,Mondays sotoetimes it is difficult to man a crew. If B crew finishes in 5 hours and are
sent out on another route, they arc paid overtime. There may be a time and motion study
conducted by M.I.C. in its review since pick-up is now being made from the street
instead of from the house.
Director passed out copies of agreement between the City and Management Improvement
Corporation of America. He called attention to Supplement #1, bottom of Page 1 and
Page 2 which covers specifically some of the problems of the City. (Discussion of
exempt employees.)
Mary Drew Kane asked to have a discussion on letter Robert Austin wrote to the Board in
regard to employees' who are off sick or on a vacation day and have not worked their

'regular scheduled 40 hours or 37~ hours and they do work overtime; in accordance
with Civil Service Rules and also the contract, they are not entitled to overtime.
Discussion centered around the point that the contract provides that the only thing
that counts is hours worked and holidays for purposes of overtime. Contract is very
silent on the Task Force System. .
Wayman' Pearson, Sanitation Worker and'President of the C.W.A. Union, spoke in favor
of.the Task Force System. He said it is more Widely used than any other system in
Sanitation Divisions in the United States.

MS. Jackie Sulek, Service Division, asked whether the same people received overtime
each week. . Mr. Weimer explained that Foremen are drawing overtime because of the
.requirement ~hat theY"work from 6:30 A.M. to 6:00 P.M. to respond to complaints.
Chairman adVised Mr. Austin and other employees that they should be patient and that
. every effort is being m4de by the City to rectify the situation by having an outside
study. . .
