Proceedings of Civil Service Board meeting held May 23, 1977.
The Clearwater Civil Service Board met in regular session on Monday evening
May 23, 1977 at 7:30 P.M. in the City Commission Auditorium, City Hall,
Clearwater.
Members present: Tom Chenoweth, Helen Herman, A. D. Pinch, and Jack Turnbull

Mr. Chenoweth called the meeting to order,
<yr`',;f Mrs. Herman moved that the minutes of the meeting of May 11, 1977 be approved as
submitted by the Personnel Director. Seconded by Mr. Turnbull and motion carried

4?c? Members discussed the appointment of a Temporary Chairman for this meeting. After
useveral nominations motions and declinations of the position, Mr. Turnbull moved
that Mr. Chenoweth be Temporary Chairman for this meeting. Seconded by Mr. Finch
}?°a and motion carried unanimously.
Members discussed the appointment of a fifth member. Director advised the Board that
.'?,•F a-news release had been prepared and coverage afforded by the Clearwater Sun and the
St. Petersburg Times regarding the availability of the position. Fifteen candidates

„:.?•_? were either contacted by the Director based upon referral by the current members or
had volunteered their service as a result of'the news coverage. Director advised

the members that Cliff Stephens, Harold Wallace, Glenn Finkenbinder and Nancy McCue
had expressed their appreciation at being proposed as a candidate for the fifth
member, but each of them had indicated they could not serve at this time.
it was determined that each candidate present at the meeting should be given the
opportunity to speak to the Board regarding their background and any other information
'-jrthey felt pertinent to being considered for the appointment. The following individuals

The Board discussed a method of voting to select the Board's appointee, It was deter-
mined that,the above candidates, as well as those whose names had been submitted,
but were not present, would be considered. Each member cast a ballot listing three

names in order of preference. Upon tabulation of the ballots by the Director, it 1
was determined that Jeanne Wilder was the first choice of all four Board Members.
Jack Turnbull moved that a unanimous vote be cast for Jeanne Wilder as the Board's
appointee, seconded by Mrs. Herman and motion carried unanimously.
Members welcomed Mrs. Wilder to the Board and Mr. Turnbull thanked each candidate
' who appeared to offer their service as a citizen to the Civil Service Board.
Mrs. Herman inquired as to the outcome of the employee appeal which has been scheduled
before the State Hearing Officer. Air. Kowalski advised the Board that the hearing
had been postponed until June 13, 1977 at the request of the employee's attorney.

Members discussed the scheduling of the next meeting of the Board. A motion was
made by Mr. Turnbull and seconded by Mrs. Herman that the next meeting be held on
k? dune 13, 1977 at 7:30 P.M. and that the Agenda include the following items:
Selection of a Chairman
Appointment of a Personnel Director
