Members present: Absentt Robert K~ause, Chairman, Paul Hatchett and George Linder. Alex Finch, Tom Chenoweth '.~ '; ~>I . . ~ ( Director advised the Board that Mr. Bustin, City Attorney would not be present. Because of his work load, he was, remaining in his office. However, he would be available by telephone to answer any legal questions. ." ~ '. '::~~T . Mr. Linder'moved that the Board propose the dates of November 30 or December I to meet with Mr. Suarez to discuss and attempt to resolve the charges of discrimination brought by Mr. Aaron Turner, Charge No. TMM6-2689. Seconded by Mr. Hatchett and passed unanimously. Director sought Board direction regarding whether he should provide the 33 documents and/or statements to Mr. Suarez as requested. The Board expressed its intent that the Director have the items available but that they should not be provided to , Mr. Suarez. Under Other Board Action, Mr. Hatchett stated that the Board approved the Affirmative . Action Program on 1-14-75 and the City Commission approved it on 8-4-75. He then read the following portions of the program: I B 1 (b); I B 2 (b)-, (f), (h), (i) I B 3(e); II A 1, 3, 5, 7 Mr. Linder moved that a letter be presented to the City Commission prior to its meet- ing tomorrow reading as follows: The Civil Service Board hereby respectfully requests that the Clearwater City Commission refrain from further implementation of the merit system designed by the administration, either by referendum or legislation, for a period of at least two (2) weeks. the Civil Service Board requests further that the City administration provide a copy of the proposed merit system to all employees for their study and to afford employees an opportunity to'seek legal advice, in that the merit system affects their employmen t . Seconded by Mr. Hat:chett and motion carried unanimously. Mr. Hatchett directed the Personnel Director, through the Chair, to notify each Board Member as early as possible tomorrow morning by phone and by mail to refrain from discussion with representatives of the E.E.O.C. regarding discrimination cases. It was indicated that any such communication should be by the entire board, not by individual members. - 2 - ,Civil Service Board Special Meeting November 17. 1976 Director inquired 8S to his status with B.E.O.C. Mr. Hatchett moved that the Personnel Director be directed to Bay nothing, other than communicating the Board's desire to meet with Mr. Suarez on 11-30 or 12-1, to representatives of the B.E.D.C. Seconded by Mr. Linder and motion carried unanimously. It was indicated that if the Director receives a subpoena for any documents he should contact the Board.
