Chairman called meeting to order at 7:30 P.M.

Chairman waived Agenda order to advise that the hearing scheduled as Item 13 (Investi-
gation into an alleged charge of discrimination against the Civil Service Board by
Edmund Dillon who alleges that he was denied equal terms and conditions of employment)
had been set aside by a temporary injunction requested by counsel for Messrs. Weimer,
Robinson and Dillon. Board will hold the hearing in abeyance until Judge Driver rules
if' a hearing can be held. Chairman released James Pettiford from his subpoena.
Mr. Hatchett moved to accept the Minutes of meetings of October 11, 1976 and
October 25, 1976. Seconded by Mr. Finch and motion carried. '
Mr. Scott, Attorney fo= Mr. Kane, asked that Item #10 (Request of Paul Kane that a
letter of reprimand be removed from his personnel file and that an investigation be
made into the actions of the Personnel Director) be tabled. Chairman directed that
'it be tabled until next meeting and that it be placed early on the Agenda.
'Mr. Finch moved that the Director's request to ratify his action in approving one
-additional position of Keypunch/Verifier Operator, Pay Range 37, in the Data Processing
Division of Central Services be approved. Seconded by Mr. Hatchett and motion carried
unanimously.
Mr. Finch moved that City Manager's request to establish the following additional
positions within existing classifications be approved~
Three positions of Distribution Serviceman I, Pay Range 39 (Gas Division,
Utilities Department).
Two positions of Distribution Serviceman II, Pay Range 45 (Gas Division,
Utilities Department).
One position of Gas Foreman, Pay Range 57 (Gas DiVision, Utilities Department).

Mr. Finch moved that the City Manager's request to establish two positions of
.Mechanic II at Pay Range 54-In the Garage Division of the Central Services Department
be rejected pending City Commission approval of the positions. Seconded by Mr. Hatchett
and motion carried unanimously.

~{~iS~~~: as shown under certifications; that Gwendolyn Chapin was appointed for a short duration
;;;~. e ~~);'.?'f' Emergency Appointment from the Eligible List and that the dismissal of Mrs. Lucy Echols J
~~~0, a minority employee, was terminated because of a failure to maintain a satisfactory level

(~~~~~;~; Mr. Hatchett questioned whether appropriate documentation was available to support the
~ '~~ld dismissal and whether Brs. Echols had a case filed with E.E.O.C. Director stated he,

Mr. Hatchett moved to defer the City Manager's request to abolish two positions of
Mechanic I within the Garage Division of Central Services Department pending
settlement of Item(4d)(requested establishment of two Mechanic II positions). Seconded
by Mr. Finch and motion carried unanimously.
After discussion and testimony from the Public Works Director and City Engineer
regarding added duties assumed by Ms. Jean Cesta, Mr. Hatchett moved for approval of
the reclassification under Rule 4, Section 7, of alClerk Typist II position in the
Engineering Division of Public Works Department held by Jean Cesta to that of Engineering
Clerk, a new classification, at Pay Range 42. Seconded by Mr. Finch and motion carried
unanimously.
Mr. Finch moved that Agenda Item #9, proposed rule change of Rule 14, Section 1 (1) be
held until a full Board is present m discuss the proposal. Seconded by Mr. Hatchett
and motion passed unanimously.
Mr. Hatchett moved that Agenda Item #12(b)J' Adjustment in pay: and description of
Public Information Specialist be approved. Seconded by Mr. Finch. MOtion failed with
Mr. Finch and Mr. Krause voting nay and Mr. Hatchett abstaining.

~tt~~, Director advised Board of receipt of a letter from Mr. Suarez of E.E.O.C. regarding
i ,.~~j ,Charge TMM6-2689. Aaron Turner. The following agencies and individuals were listed
,~~~i~~{ , as having discriminated: Civil Service Board. Public Service Department, Paul Kane,
~\~~W;;~;~ Orrin Beadle, Members of Civil Service Board (Direetor provided copies to Board
~'~~1~B Members and former member. Joseph Verdi, the City Attorney, and two to Mr. K~ne, one
.\~~,~;:~~~~) for himself and one. for Mr. Beadle). Mr. Verdi asked the Board to inquire 0 t the
"t ~,r States Attorney for investigation. Mr. Bus tin said the letter should be studied before
n~~4 responding and that he would be willing to provide any information he had to the States
*~;1 Attorney. Mr. Bickerstaff questioned the manner in which the City Attorney advised
~Vt\ the City Commission regarding Board actions. Mr. Hatchett stated he would personally
~ seek legal representation and invited Board Members to join him.

Mr. Hatchett indicated he considered the Director responsible
Director suggested Board explore early resolution of Charge TMM6-2689. Mr. Finch
,suggested the Director call Mr~ Suarez and ask for a ten day extension for response.
Chairman asked Director to inquire as to why the same Charge No. (TMM6-2689) appears
~j on Dillonls and Turnerls complaints and who is being .charged. Board Members questioned
~~'{;!lH the dates which appear on the complaint forms (specifically that one of the forms lists
,;,,;., ~ date filed as 6-ll-76 which is three days prior to the Board meeting at which Mr. Dixon
'P',' !'.{ , was 'reinstated).
There being no further business, meeting was adjourned.
