Proceedings of Civil Service Board meeting held May 10, 1976.
The Clearwater Civil Service Board met in regular session on Monday evening,
May 10, 1976 at 7:30 P.M. in the Civil Service 'Office, City Hall Annex.
Members present: Torn Chenoweth, Joseph P. Verdi and Robert Krause
Visitors: Stan Szuba, Jr., Alice Drain, Ed Sulek, Mary Drew Kane,
Paul Kane and Stan Szuba, Sr.
1. Mr. Chenoweth moved that the Minutes of the meeting of April 12, 1976 be
adopted. Seconded by Mr. Krause and motion carried.
2. Mr. Chenoweth moved that the resignations of Julia A. Carney, Personnel
Technician, Civil Service Department, Ivan Asbury, Fire Apparatus & Equipment
Mechanic, Fire Department, ThOmas A. Cristi, Maintenance Worker I, Housing &
Redevelopment Department, Sophia Lux, Clerk Typist I, Libraries Department,
Aubrey Hendrix, Marine Attendant I, Marine Department, Michael R. Hudak,
Custodial Worker, Marine Department, Patrick Herndon, Recreation Assistant,
Parks & Recreation Department, Ronald Bowlin, Recreation Leader, Parks &
Recreation Department, James Glaze, Custodial Worker, Parks & Recreation
Department, Randall B. Gibson, Police Officer, Police Department, Dwight Hall,
Police Officer, Police Department, Norman W. Creamer, Maintenance Worker I.
Public Service Department, Worthy Norris, Meter Repairman II, Purchasing

Mary N. Schutte, Clerk Typist II, Utilities Department, Robert Tillotson,
Draftsman I, Gas Division, Utilities Department and Charles Mason, Watchman,
Gas Division, Utilities Department be accepted. Seconded by Mr. Krause and
motion carried.

3. After discussion of a proposed change in Rule 14, Section 1 (1), Mr. Krause
moved that Section 1 (i) be deleted from Civil Service Rule 14. Motion died
for lack of a seco~d'~'- Mr.-/Chenoweth then moved that the Director consult
with the City Attorney with respect to Rule 14, Section 1 (i) for proper wording
in line with the Doardts intent to change this provision and that this be
brought back at the next meeting. Seconded by Mr. Verdi and motion passed 2-0
with Mr. Krause abstaining. .
4. Mr. Krause moved that the Board deny the request of Chief Assistant City Attorney
Frank Kowalski regarding Findings of Fact (Michael Gillespie vs. City of
Clearwater). Seconded by Mr. Verdi. After Board discussion, Mr. Verdi with-
drew his second and motion died. Mr. Chenoweth moved that, because of the lack
of a full Board at thi~ meeting, this item be held in abeyance until the next
meeting. Motion seconded by Mr. Verdi and motion carried.

5. Mr. Krause moved that the Board deny the request of Rock QINesl for reimburse-
ment of expenses (as a witness) in the Gillespie Hearing and that he be
referred'to the proper people for reimbursement, i.e., the employee and the
City. Seconded by Mr. Chenoweth and motion passed unanimously.

6. Due to the presence of only three members, Mr. Chenoweth moved that the Board
table the matter of job audits until the next meeting. Seconded by Mr. Krause
and motion carried.
7. Mr. Krause moved that the request of the City Manager to establish a new
classification of Gas DiB tribution Technician. Range 52, Salary $342.70 bi-
weekly in the Gas Division, Utilities Department w~th no positions therein,
be tabled until such time as the City requests a position or positions therein.
Seconded by Mr. Chenoweth and motion carried.
8. Mr. Chenoweth moved that the adoption of Employee Performance and Development
Review Program be deferred until next meeting. Seconded by Mr. Krause and
motion carried.
Director's Reports:
1. Mr. Chenoweth moved that the Board accept the Director's Report on the employment
of a Training Officer (Mr. Donald Fi,sher to start work June 7, 1976). Seconded
by Mr. Verdi and motion carried.
. 2. Mr. Chenoweth moved that the Board receive a report relative to the Denial of
a Request to Withdraw Resignation by Robert Henry. (Mr. Henry's request denied
by his former Department Director and by the Appointing Authority.) Seconded
by Mr. Krause, motion carried.
3. Mr. Chenoweth moved that the Board receive a report on!the Commencement:of a~Review
of the Police and Fire Selection Process. Report indicates that the Personnel
Department is analyzing the content of written and agility exams, its methods of
weighting or non-weighting of various component parts of the selection process
and the order of the component parts of the selection process. Motion seconded
by Mr. Verdi and carried.
Mr. Krausedstated that for the benefit of the Board he would like the Director to
draft a short written summary of the procedure followed in the Police and Fire
Departments for promotional exams. After discussion by the members, this was
expanded to include all promotional exams in all departments.

Mr. Krause indicated that he had received feedback that' the Employee's Pension Plan
, was paying for pre-employment physicals and asked to what code are these charged.
Director stated that the Employee Pension Advisory Committee is researching the question
of pre-employment and pension physicals and who is paying for them, i.e., the City or
the Pension Fund~ Director will advise the Board of the Pension Committee's finding
when they have concluded their review.
Mr. Krause asked about the oral diction testing of Police Communications Operators)
i.e~) who judged the test8~ Director indicated that he had done so in 80% or more
of the cases and that Mr. Harper or Mrs. Chernick did the remainder. Mr. Krause
aak~d that the Director contact Police Sergeant Kennedy, through the Police Chief
as'well as someone from the Fire Department, to wo~k out a definite program for
future use in oral diction testing of Dispatchers and suggested that it should be
something more than 8 20-second talk on a tape recorder.

4. Mr. Chenoweth moved that the Board receive Director's Report on the Status of
Review of Grievance and Pay Plan Progression Rules. Raport reflected that
six local governmental agencies, all provide for denial of merit pay increases
because of unsatisfactory service; three of the six agencies establish a new
step increase anniversary date for the employee when the increase is later
granted; and only one agency permits an employee to revert to his former
step increase anniversary date. Seconded by Mr. Verdi and motion carried
unanimouB ly .
Mr. Krause, as a point of personal privilege. brought up the PAS Report on the Organ-
ization and Management Study of Clearwater. Mr. Verdi related to the Board that he
had appeared before the Commission last Thursday regarding the PAS Report. He had
asked.that Mr. Kimbrough appear before the Board to outline his reasons for the
recommendations and was informed that a written request was necessary. As discussion
continued. Mary Drew Kane stated they had received a'memo from City Manager
Picot Floyd to the City Commission, subject Implementation of PAS Report. Two Board
Members had been handed copies of the memo as received by a City Department Director.
one Member~had not been given a copy. Director indicated he had not received nor
seen the' memo.. Mr. Chenoweth indicated it was not a proper procedure for Board
Members to receive copies in this manner and moved that the Members return the copies
.thus received and that the Director provide copies to the Members as obtained from
the City Manager. Seconded by Mr. Krause and motion carried.
. Mr. Krause moved that the Director send a request to the City Manager, copies to the
,City Commission, asking .that Mr. Kimbrough be brought in to a Civil Service Board
Meeting to discuss the Report as it relates to the Civil Service Board, the Department
Heads and the employees. Seconded by Mr. Verdi and motion .passed 2-1 with
Mr. . Chen~weth vo'ting nay.
. There beirig no "further business) the meeting was adjourned.
