The Clearwater Civil Service Board met in regular session on Monday evening, ,f April 12, 1976 at 7:30 P.M. in the Civil Service Office, City Hall Annex. Members present: Tom Chenoweth, Paul Hatchett and Alex D. Finch Visitors: Floyd Carter, Mrs. Robert Krause and Charles Mason ?ff Tom Chenoweth, at the request of Mr. Finch and Mr. Hatchett, served as acting Chairman and called the meeting to order. 1. Mr.'Hatchett moved that the Minutes of the meeting of March S, 1976 be adopted as printed. Seconded by Mr. Finch and motion carried. 2. Mr. Hatchett moved that the Minutes of the special meeting of April 1, 1976 be adopted as printed. Seconded by Mr. Finch and motion carried. 3. Mr. Hatchett moved that the resignations of William Sto her Utilities Director Utilities Department, Andrew Rossi, Inspector, Building Department, Ernest Catlin, Custodial Worker, Central Services Department, Fred Matthews, }",•'` Tradesworker I, Housing & Redevelopment Department, Anna Strong, Recreation .., Assistant, Parks & Recreation Department, Georgia Trueblood, Custodial Worker, Police Department, Chester R. Seeley, Parking Meter Mechanic, Traffic Engineering Department and Raymond J. Hengstler, Sanitation Worker, Sanitation Division, Utilities Department be accepted. Seconded by Mr. Finch and motion ' carried. 4. Mr. Hatchett moved that the Board ratify the Director's action in approving the establishment of one (1) additional position of Accounting Clerk III, Range 44, in the Parks & Recreation Department and the abolition of one (1) position of Accounting Clerk I in that department to reflect the results of a job audit conducted by the Personnel Department. Seconded by Mr. Chenoweth. Motion carried 2-1 with Mr. Finch voting no. S. Mr. Hatchett moved that the Board ratify the Director's action in approving the ?:..,..s., establishment of three (3) additional positions of Recreation Assistant, Salary $2.53 per hour and one (1) additional position of Recreation Supervisor 1, Range 48 Salar , , y $311.65 bi-weekly in the Recreation Division of the Parks & F=<:, '. Recreation Department. Seconded by Mr. Chenoweth. Motion carried 2-1 with '. Mr. Finch voting no. ?: '= 6. Mr. Hatchett moved that the Board ratify the Director's action in approving the establishment of eleven (11) additional positions of Police Communications Operator, Range 46, Salary $311.65 bi-weekly in the Police Department. After discussion among the Board Members and explanation by Mr. Carter as to justification Mr. Hatchett moved forapproval of a five per cent (5% r` meritorious pay increase for Joseph Cullen, Custodial Foreman in the Central Services Department. After explanation by the Director as to the request and reference to the appropriate Rule, Mr. Hatchett moved that the Board approve the request of Donnamarie Fletcher, Maintenance Worker 1, Parks & Recreation Department for a Maternity Leave of Absence for the period 3-22-76 through 9-22-76. Seconded by Mr. Finch and motion carried. Directors Reports: 1. Director passed out an Opinion Regarding Proposed CETA Title I Training Program which was transmitted from Tom Bustin, City Attorney. The Opinion relates that the employment relationship of the proposed CETA personnel would be one classified in nature, that each participant take and pass a competitive examination and be placed on a list for selection purposes and that each appli- cant serve a probationary period. Mr. Hatchett moved that the Board accept the legal opinion. Seconded by Mr. Finch and motion carried. 2. Director reported that an Oral Diction Test had been prepared and administered to those persons passing the examination for Police Communications Operator and that all applicants were successful in this test. He further advised that this type of test would be used.in the future for all dispatching-type positions. Mr. Finch moved that the Board receive the Director's report. Seconded by Mr. Hatchett and motion carried. 3. Director passed out draft copies of a proposed Employee Performance Rating Program. Assistant Personnel Director Jeffrey Harper made brief comments about the program and format. Director asked the Board to review the program and provide feedback as to their views on it and indicated that a final proposal would be made on this program in the immediate future. Mr. Hatchett moved that the Board receive the Director's report. Seconded by Mr. Chenoweth. Motion passed 2-1 with Mr. Finch voting no. 4. Director passed out his proposed amendment to Rule 13 regarding the accrual and usage of sick leave to permit computer posting. He related that this proposal had been forwarded to the City and to employee organizations for their review and input. Mr. Hatchett moved that the Board receive the Director's report. Seconded by Mr. Chenoweth. Motion passed 2-1 with Mr. Finch voting no. 5„ Director passed out Annual Report for Calendar Year 1975 and advised the Board that in past years (1970-74) the Report was transmitted by the Board to the City Commission as the Board's Report (required by the Civil Service Act). It was suggested that the members review the Report and, at the next meeting, determine whether it should be submitted to the City. Mr. Finch moved that the 3 - .
