',:: g~;;',:, vi Proceedings of Civil Service Board meeting held March 8, 1976. / The Clearwater Civil Service Board met in regular session on Monday evening, March 8~ 1976 at 7:30 P.M. in the Civil Service Office, City Hall Annex. Members present: Joseph Verdi, Tom Chenoweth, Paul Hatchett, Alex D. Finch and Robert Krause Visitors: Gerald Weimer~ Asst. City Manager, Chief Frank Daniels, J. E. Sims, James DiStasio~ James White and Max Battle, Jr. Chairman Verdi called the meeting to order. 1. Mr. Finch moved the Minutes be adopted as printed. Seconded by Mr. Krause and motion carried. 2. Mr. Chenoweth moved that the resignations of Katheryn Langevin~ Clerk Typist I, Central Services Department, James C. Aubrey, Computer Operations Supervisor~ Data Processing Division, William H. Marquardt, Computer Operator, Data Processing Division, Central Services Department, Alan J. Barker, Firefighter, Fire Department, Julia Sharpe, Librarian, Libraries Department, Ophard Owens, Custodial Worker I, Parks & Recreation Department, Albert Voiland, Maintenance Worker I, Parks & Recreation Department~ Johnathan D. Johnson, Communications Clerk~ Police Department, John P. PluNtett, Police Officer, Police Department, William K. Craig, Welder II,' Gas Division, Utilities Department, Edward F. Jackson, Maintenance Worker I, Water Division, Utilities Department and S. Gary Garretson, Account Collector, Utilities Department be accepted. Seconded by Mr. Krause and motion carried unanimously. 3. Mr. Chenoweth moved that the Board approve request of Claudia T. Condon, Secretary I, Community Relations Division, Administration Department for a ~~ternity Leave for the period February 20, 1976 through August 12, 1976 in accordance with Civil Service Rule 13, Section 9. Mr. Hatchett seconded the motion. " Motion was denied with Mr. Finch, Mr. Krause and Mr, Verdi voting nay. The nay votes were predicated upon the belief that the Maternity Rule had not been properly followed. 4. After discussion and hearing Police Officer DiStasio's grievance concerning the change made in'his step increase date due to a six month delayed step increase, Mr. Chenoweth moved that the grievance be denied. Seconded by Mr. Finch and motion carried. Mr. Chenoweth moved that the Director review Rule 15 with Department Directors, the Appointing Authority and other appropriate persons and report back to the Board at a subsequent meeting. 5. After discussion and hearing Police Officer White's grievance concerning the change made in his step increase date due to a six month delayed step increase, Mr. Chenoweth moved that the grievance be denied. Mr. Chenoweth moved, Mr. Hatchett seconded and motion carried unanimously that the Board approve City Manager's request to establish and/or abolish the following positions: Clerk Typist I Laboratory Technician Heavy Equipment Operator Custodial Worker Maintenance Worker I Range Step 32-1 45-1 48-1 35-1 36-2 Es tablish B/W Salary $211.60 290.95 311. 65 228.85 244.95 Abolish Division/Department Service & Information, Administration W.P.C., Utilities W.P.C.s Utilities Faci1itiess Parks & Recreation Public Service '. No. Facilities, Parks & Recreation Mr. Hatchett moved that the Board classification of Data Processing $361.10 hi-weekly with an initial Mr. Chenoweth. Mr. Finch and Mr. after Mr. Verdi voted in favor of approve City Manager's request to establish a new Control Coordinators Range 54, Step 1-, Salary " complement of one position therein. Seconded by Krause voted against the motion. Motion passed the motion. After being advised that Agenda Item #8 would not concern the position of Chief Accountant (i.e., that portion of the request was withdrawn)s Mr. Chenoweth moved that the Board approve request for the placement of an Asst. Finance Director at Step 3 in accordance with provisions of the Executive Section of the Pay Plan. Motion seconded by Mr. Krause for discussion purposes. Motion denied, Mr. Finch Mr. Ve~di, Mr. Hatchett and Mr. Krause voting no. Mr. Chenoweth moved that the Board approve meritorious increase from Step 6 to L-2 fo~ William Shepard. Motion seconded by Mr. Krause for discussion. After being advised that Mr. Shepard just received a regular merit increase in February, Mr. Krause withdrew his second to the motion and motion died for lack of second. o Mr. Krause then moved to deny this request at this time. and motion carried with Mr. Chenoweth voting no. Seconded by Mr. Finch 10. Mr. Chenoweth moved the Board approve Mr. Tomalesky's (former Draftsman I in Engineering Department) request to withdraw his resignation. Seconded by Mr. Finch and motion carried unanimously. 11. Mr. Chenoweth moved that the recommendation to revise and retitle Traffic Signal Supervisor to Chief Traffic Signal Technician and Electrical Supervisor to Chief Electrician be approved and that both classes be changed from exempt (from overtime) to a forty hour work week in the Pay Plan. Seconded by Mr. Krause and motion carried with Mr. Finch voting no. Mr. Finch moved that the Board receive the Director's report on CETA Title I - 'Training Program - Request for Legal Opinion, Seconded by Mr. Chenoweth and motion carried. - 3 - Civil Service Board Meeting March 8, 1976 Director's Reports (Co~t.): 2. Mr. Chenoweth moved the report on Medical Examination Procedures for,Marinc Attendant I and II be received. Seconded by Mr. Finch and motion carried unanimously.
