The Clearwater Civil Service Board tnet in regular session on Monday evening, August IlJ 1975 nt 7:30 P.M. in the Civil Service Office, City Hall Annex. Members present: Tom Chenoweth, Carroll Nall, A. D. Finch~ Paul Hatchett and Joseph Verdi Visitors: Mary Drew, Bill Bryant, Ed Sulek, Susan Grant and Gerald Weimer Acting Chairman Chenoweth called meeting to order. Mr. NaIl moved that Mr. Chenoweth be appointed as Chairman. Seconded by Mr. Hatchett and motion carried unanimously. Mr. Hatchett moved the Hinutes of the meeting of July 14, 1975 be approved. Seconded by Mr. Verdi and motion carried unanimously. ; Director reported on assembled examinations conducted. Director reported on Certifications and Appointments. Director reported on Lay-Offs, Suspensions and Dismissals. Mr. Verdi moved that the resignations of Harold D. Cooper, Custodial WorkerJ Central Services Department, Marian Deming, Municipal Court Clerk, Police Department, Earl Roberts, Water Distribution Serviceman I, Parks & Recreation Department, Larry CoursonJ Equipment Operator, Parks & Recreation Department, Charles Riker~ Foreman I, Parka & Recreation Department, Robert H. Chapel, Jailer, Police Depart- ment,. Clark R. Henry~ Maintenance Worker' I, Public Service Department, Harry Lewis, Maintenance Worker I, Parks & Recreation Department, Carmine G. Attinnese, Walter H. Battle and Cliff Brown~ Sanitation Workers, Sanitation Division, Utilities Department and Reynolds Bond, W.P'~C. Operator, I, W. P. C. Division, Utilities Depart- men~be accepted. Seconded by Mr. NaIl and motion carried. After discussion, Mr. Verdi moved that Item i-Request to establish a new classification of Community Development Planner, Range 6lJ in the Planning Depart- ment be held in "obeyance until next month and that the Board be provided additional background on this position. Seconded by Mr. Hatchett and motion carried. Director reported on requests for legal opinions. With respect to the Eligibility List and Certification Procedures, the Acting City Attorney has advised that the procedures now being used are proper. Chairman suggested that the Director write a memo to the Board Members showing the pros and cons of the procedure for the September meeting. Dfrector advised the Board he had not received a reply to his request for a legal opi\Jlion regarding the Board's authoritylin'"adjustingt.salariesl'of employees:'r" " covered by a collective bargaining agreement. ' 1, - 2 - Civil Service Board Meeting August 11) 1975 Director reported on the Budget and advised Board Members that two prime items had, been approved thus far by the City Manager. They are the Training Officer and $15,000 professional fees for test validation. The budget is still subject to modification by the City Commission. Director reported on Affirmative Action Program and stated it had been approved by the .Ciey Commission. Declaration of Policy Statement has been forwarded to the Service and Information Division for typing in a manner suitable for dj.atribution. Director advised that the Civil Service Office is currently developing a program 'for P~rformance Rating for all City employees. Jeff Harper explained the 'propo~ed program'to the Board Members. It is anticipated that the program will be operational with the new budget year. Director presented request from the City Manager (not listed on the Agenda) asking for a meritorious pay increase for four Department Directors. The j'ustification cited in the 1:eq!1es,t was that, the Directors were in Step 9 of the Pay Ran8e and were unable to receive additional merit increases. Director 'stated,that he ~elt the proper action would be to conduct a salary survey to determine if the existing Pay Ranges are competitive. It was agreed that the Civil Service Office s~ould conduct a wage survey for all ,executive level classified positions and to present this information as soon as possible to the Board.
