Members present: Glen Vantrease, Glenn Finkenbinder, Helen Peterst Carroll Nall, and Tom Chenoweth Visitors: Gardner Smith, Mrs. Virginia Leahy, Mr. & Mrs. W. F. Bryant, Mrs. Lillian McFarland nnd Mrs. Aida Bowen and Mrs, Connie Marquardt, League of Women Voters Chairman stated there being no objections, the Minutes of November 12th and special meeting'of December 2t 1974 would stand approved as submitted. Chairman asked if there were allY comments or questions on the Di,rector's actions down to resignations. Director said he would like to mention the Emergency Appointment in the City Clerk Department. This is a recurrent need and permission was given by the Board some time ago to hire Mrs. Vizbarat Clerk Typist II at election time. Seconded by Mr. Chenoweth and motion passed. Mr. Chenoweth moved that the Board approve Director's written recommendations for Pay Plan revisions on Declaration of Firefighting personnel Work Week as being a 28 day period and a specification that the 56 hour work \Jeck is an "average" and Director's verbal recommendation to include a similar paragraph on the work week of Law Enforcement personnel as consisting of seven daya and reading as follows: "Pursuant to the Department of Labor regulations governing implementation of Fair Labor Standards in relation to Law Enforcement, the work period for Law Enforcement personnel shall consist of seven consecutive calendar days. II Motion seconded by Mrs. Peters and motion carried unanimously. Bill Bryant, President of Firefighter's Union stated he would like to go on record stating that this is being done to put the pay plan in line with the Fair Labors Standard Act. This is in no way going to affect the work schedule or the hours of overtime now being paid. Gardner Smith, Vice President of the City Employees' Association read a letter from Mary Drew regarding examinations given for Assistant Rousing Project Manager and Housing Project Manager and the abolishment of a position of Secretary I in the Housing Department. The incumbent in the Secretary I position, Mrs. Virginia Leahy, took the test for Housing Project Manager and passed the test. She also took the test 'for Asst. Housing Project Manager and failed the test. She now faces the prospect of lay-off. Mrs. McCaskill took the test for Project Manager and failed and her contract was renewed by the City. There was a general discussion on this complaint and Mrs. Lillian McFarland, resident of Chesapeake Villas spoke in behalf of Mrs. Leahy praising her on the work she had done. Mrs. Narquardt, League of Women Voters, also expressed praise' for the work done by Mrs. Leahy. Director related the efforts made by the Personnel Department and the City, on behalf of Mrs. Leahy to avoid lay-off. After the discussion, Mr. Chenoweth moved that the complaint be referred to the. City Manager through the Director of Personnel, as it should have originally been done, and a report provided to the Board. Seconded by Mr. NaIl and motion carried unanimously. 4. Mr. Finkenbinder moved that the Board approve City Manager's request to establish a new classification of Data Control Clerk, Range 44, Salary $281.75 bi-week1y in the Utilities Department with an initial complement of one (1) position therein. Mr. Chenoweth moved that the Board approve Director1s recommendation to change classifications and positions in the Finance Department as follows: a. Rac1assification of two (2) Accounting Clerk I positions to Accounting Clerk II. (Both.positions are currently vacant and will be filled from the Eligibility List. Positions are those vacated by Meyer and Osborne). b. Reclassification of one (1) position of Clerk Typist 1 to Accounting Clerk II. (This position is currently vacant and was recently vacated by Eunice Coston). c.Abo1ition of six (6) positions which are unbudgeted or otherwise in excess of needs of the department: A. Director brought up the matter of election of Civil Service Board members. Previously Buch elections' have been run by the City Employees' Association. Now that the Police and Fire Departments have Labor Contracts, it is imperative that all employee organizations participate equa.lly in the election process. Director suggested that the election now be handled or supervised by the City Clerk's office. Mr. Chenoweth moved that the Board propose to the City Manager that for all future elections of employee representatives of the Civil Service Board that all employee organizations mutually determine how the election process will be administered and that the City Clerk be made available to the employee organizations to assist them i~ the administration of the election and certification of the election results.
