Proceedings of Civil Service Board meeting held November 12. 1974.
The Clearwater Civil Service Board met in regular session on Tuesday eveninSt
November 12. 1974 in the Civil Service Office. City Hall.
Members present: Glen Vantrease, ,Glenn Finkenbinder, Helen Peters and Tom Chenoweth
Visitors: Gerald Weimer. Paul Kane. Gardner Smith and Frances Harper
Chairman stated that if there wer~ no objectionst the Minutes would stand approved
as submitted.
Chairman asked if there were any comments or questions on the Director's actions
down to resignations. Director said he would like to mention that the Emergency
Appointment in the Municipal Court was a temporary measure due to the illness of
Mrs. Deming. Municipal Court Clerk.
Mrs. Peters moved that the resignations of James W. Nelson. Meter Repairman I.
Purchasing Department. Clarence B. Dixon, Maintenance Worker I, Water Division,
Utilities Department. James A. Moss, Firefighter. Fire Department. Wendy V. Bush,
Switchboard Operator. Police Department, Ruth E. Wise) Cashier I. Utilities Department.
Lawrence E. Tabert. Police Officer. Police Departlnent. Martin Van Kuiken. Maintenance
Worker I. Parks & Recreation Department, Fred Ryder, Watchman. Gas Division,
Utilities Department and Carol Muzar, Keypunch Verifier-Operator, Data Processing,
Division, Central Services Department be accepted. Seconded by Mr. Finkenbinder and
motion carried unanimously.
Director passed out copies of Resolution to be sent to Mr. Stephens expressing
appreciation. for his outstanding performance and dedicated service to the City of
Clearwater while serving ou the Civil Service Board from 1969-1974. Mrs. Peters
moved that the Resolution be adopted. Seconded by Mr. Chenoweth and motion carried
unanimously.
1. Mr. Finkenbinder moved that the Board ratify the Director's action in approving
request from th~ City Manager to establish the following positions:

2. Mr. Chenoweth moved that the Board ratify the Director's action in approving the
establishment of one position of Clerk Typist II, Range 36. Salary $233.45 in
the Civil Service Division of the Personnel Department and the abolition of one
position of Clerk Typist I in the same department. Seconded by Mrs. Peters.
Motion carried.

3. Mr. Finkenbinder moved that the Board approve request from E. C. Calvin
Marine Attendant I (Bridge Operator) to contlnue in employment beyond the
age of seventy (70) years. (Rule 16, Section 5) Seconded by Mrs. Peters
and motion carried.
4. Mr. Finkenbinder moved that the Board approve Director~s recommendation to
correct a salary inequity in the current step assignment of Jimmy Lee Frank1~n,
Groundskeeper, by placing him in Step 7, retroactiv~ to August 5, 1974.
Seconded by Mr. Chenoweth and motion carried.
Gardner Smith, Vice President of Employees' Association, read letter from Mary Drew,
President of Employees' Association, who was unable to attend the meeting, asking
that the Stand-By and Pay Level Compression matters be post poned until the City
Employees' Association can meet with Mr. Weimer and Mr. Laursen.
Director explained Stand-By proposal to the Board Members and what has been done
in the various divisions. He stated that the recommendation is to establish a
uniform policy for the City and to the employee.
Mr~ Finkenbinder moved that Item #5 on the Agenda, Stand-By Pay Policy, be deferred
until mext month to allow the Director to schedule one last meeting with the
interested parties to discuss the details for clarification. Seconded by Mrs. Peters
and motion carried.
Director discussed memo sent to Board members on Supervisor's Pay Level Compression
proposal. Mr.
6. .Mr. Chenoweth moved that the Board approve Director's recommendation on the
Pay Level Compression. Seconded by Mr. Finkenbinder and motion carried
unanimously.
7. Discussion of proposed Code 'of Ethics for City Employees - Director advised
Board that he would go through the Code of Ethics proposal and send his
comments to the Board Members. If any Board Members have comments or reactions,
Director will pass them to the City Manager or they can be handled through the
mail.
Director explained the re-structuring in the Personnel Office which will include a
new position of Clerk Typist II, a new Assistant to the Personnel Director and
changes in the duties of Mrs. Chernick, Asst. to the Personnel Director. He
stressed the fact that these changes did not involve any additional funds but would
be covered by the funds already approved by the Board. These changes have been
approved by Mr. Weimer and Mr. Butler in the City Nanager's office.
Director advised the Board that effective October 1, 1974, all merit increases being
\approvedby Department Heads for City employees must be accompanied by a memo
justifying this increase.

for Assistant Housing Project Manager. Mrs. Leahy was a Secretary"I on contract
1n the Housing Department. She took the 'test for Asst. Housing Project Manager
and did not pass the test but did pass the.test for Project Manager. Both of
these positions have been filled but it was thought that since she had passed
"the Project Manager exam, it might be possible to put her on the eligible list
for Assistant. After discussion, it was decided that this might set a precedent
it would not. be advisable.

Mrs. Peters. moved that the Board approve Director's recommendation to reclassify
the Secretarial 11 position and incumbent in the Planning Department (currently
. held'by Mrs. Betty David)' to a Secretary III. Seconded by Mr. Chenoweth and
motion carried. ' )
