Proceedings of Civil Service Board meeting held September 9, 1974.
The Clearwater Civil Service Board met in regular session on Monday evening,
September 9, 1974 in the Civil Service Office, City Hall.
Members present: Glen" Vantrease, Cliff Stephens, Helen Peters, Glenn Finkenbinder
and Carroll NaIl
Visitors: Mary Drew, President of City Employees' Association
Board members welcomed Mr. Carroll Nall aa a new Board member.
Chairman Vantrease stated that Minutes would stand approved as submitted if there
were no comments and no objections.
Director reported on assembled examinations conducted.
Director reported on Certifications and Appointments.
Director reported on Emergency Appointments.
Director reported on Lay-Offs, Suspensions, and Dismissals. No Board action necessary.

1. Mrs. Peters moved that the Board approve Director's recommendation to designate
November 11th on a permanent basis as the day upon which the City obse1'Ves
Veterans' Day Holiday. Seconded by Mr. Stephens and motion carried unanimously.
2. Mr. Stephens moved that the Board approve one additional position of Housing
Project Manager, Range 55, Salary $370.30 bi-weekly and one additional position

of Assistant Housing Project Manager, Range 45, Salary $290.95 within the Housing
Department. Seconded by Mr. Na11 and motion carried unanimously.
3. President of the City Emp1oyees'Association, Mary Drew, spoke to the Board regard-
ing shift differential for the Data Processing Division and other employees of
the City. She requested that a study be made by the Personnel Director. The
Board asked that the Director conduct an analysis and make a recommendation to
them on shift differential.
4. Director explained the reasons for having an Affirmative Action Program and out-
lined the proposed Program. Mr. Stephens moved that the Director's recommendation
for the adoption of an Affirmative Action Program be approved and that the approp-
riate Resolution (74-1) he adopted. Seconded by Mrs. Peters and motion carried.

Director reported that because of the Fair Labor Standards Act, it has been necessary
to review our stand~by pay. He reported on current stand-by pay and what is being
proposed.
Mary Drew brought up the fact that some department directors were using their own cars
for emergency work and were not being compensated. Director said he would check into
. this matter.
Director explained to the Board members the situation surrounding the Emergency
Appointment of Mary Hood, Key-punch Operator in Data Processing in which several
departmental supervisors refused to take appropriate action as requested. Board
members asked Director to.inform the proper supervisors that the Board disapproved
strongly of this type of action.
Director reported on review being done by the Personnel Department on supervisory pay
level compression. He advised the Board that recommendations would be prepared and
submitted to them at the October meeting.
. Director passed out form to be utilized by the Civil Service Department when a citizen
requests to inspect public personnel records. In the ,discussion, Director related
three reasons for the use of the form:
(1) That those things which relate to an employees personnel file
should be amatterof record. (Accordingly, any request to review
the employee's file should itself be a matter of record and
documented in the file.)
(2) Florida Statutes Section 119.07 provides that the person having
custody'~f public records shall permit them to be inspected and
examined at reasonable ~~ and under his supervision (indicating
that reasonable processes are considered by the law as appropriate).
(3) That an employee whose file is subject to review has a right to know
who is requesting such review. The Board concurred in the use of the
form~
Director initiated a discussion of memo from Mr. Floyd regarding outside employment
activities (copy of which Board members received). At the conclusion of the discussion
the Director was asked to relate to the City Manager the general thinking of the Board
regarding outside employment. The general consensus being as follows:

1'.' There is some conflict of interest existing in the "moonlightingtt of employees
,wherein they work for an entity which has dealings with the City, irrespective
of the .location of the moonlighting 'Work. ?'
2. . The designation by employees of the phrase "consulting work" as employer 'on the
'O~tside Employment,Form is not sufficient. The employee should indicate
,specifically for whom outside work is being performed.
3~ 'The current; rule is adequate and requires only stricter enforcement by the City
Manager. Rule 12 provides that the City Manager may take into account, among
others, the following factors in approving' or disapproving outside employment:
(1) conflict of private and municipal interest and (2) public relations.

The City ,Manager should review all existing Outside E1nployment Forms (of
pro~ession~l employees) to determine if he is in accord with them.
