July 8, 1974 in the Civil Service Office, City Hall.

Mr. Stephens moved that Mr. Glenn Vantreasc be nominated for Chairman of the Board
to fill the unexpired term of Mr. Arlie Schardt and that the nominations be closed.
Mr. Finkenbinder seconded the motion and it carried.
Mr. Stephens moved the Minutes of the meeting of June 10" 1974 be approved. Seconded
by Mr. Finkenbinder and motion carried.

Civil Service Board meeting
July 8, 1974
2. Board discussed the matter of filling vacancy of Arlie Schardt. Members are to
give some thought to persona who might be willing to servo on the Board.
3. Mr. Stephens moved that the Board approve request from Detective RUBsel1 Riendeau
for a Leave of Absence for a period of one yenr du~ to medical reasons. Seconded'
by Mrs. Peters and motion carried.
4. Mr. Stephens moved that the Board approve requost for placement of Christine
Papandreas, Senior Planner, Planning Department in Step 4% of Range 66 ($501
hi-weekly) in accordance with provisions of the Executive Section of the Pay Plan.
Motion seconded by Mrs. Peters and carried.
5. Director advised the Board that the Emergency Pay Criteria expired on May 14, 1974.
6. Director related to the Board that he had received a request from the Office of
the City Manager to establish one position of Environmental Planner, Range 66 in
the Engineering Division of the Public Works Department and to abolish one position
of Environmental' Planner in the Planning Department. Along with the establishment
of the position in Engineering and the abolition in Planning would follow the
transfer of Michael Kenton, Environmental Planner, to the Engineering Division.
Director advised the Board of the transfer rule, i.e. that the transfer as outlined
would require the approval of the employee, both Department Directors, the Appoint-
ing Authority, the Personnel Director and the Civil Service Board. In the general
discussion which ensued, it was related that both Department Directors and the
City Manager had given their approvals, but that the employee had not given a
response to the proposed transfer. The Hoard also discussed the effect of granting
'their approval of a transfer subject to the approval of the employee. After
discussion by the Board, the Personnel Director and Mr. Weimer, Assistant City
'Manager, Mr. Weimer asked that the request as submitted be modified to provide only
for the establishment of one position of Environmental Planner in the Engineering
Division of the Public Works Department.
Mr. Stephens moved that the request to establish one position of Environmental
Planner, Pay Range 66, in the Engineering Division of the Public Works Department
be approved. Motion seconded by Mrs. Pete~s and carried.
7. Director passed out copy of 1974-75 Budget for the Civil Service office to Board
M2mbers,and explained how the budget figures were arrived at.
Mr.' Stephens moved the meeting be adjourned.
