May 13, 1974 in the Civil Service Office, City Hall.
Members present: Arlie A. Schardt, Cliff Stephens, Glen" Vantrease and Helen Peters.

Civil Service Board meeting

1. Mr. Stephens moved that the Board accept Director's recommendation to approve
revised Loyalty Oath for Civil Service employees in compliance with case law
and opinions rendered by the Office of the Attorney General of the State of
Florida Bnd the City's Legal Department.
There was a general discussion on the revised loyalty oath.
stated he would like to see some additional phraseology on
it more qualifying as to what the employee's beliefs are.

2. Mr. Stephens moved that the Board approve Director's recommendation to approve
an amendment to Rule 8 of the Civil Se~lice Rules and Regulations providing
for continuing emergency appointments where necessary but prohibiting
consecutive emergency appointment for any peraon. Seconded by Mrs. Peters
and motion. carried. (Copy of rule as amended attached)
3. Mr. Stephens moved that the Board approve Director's recommendation to approve
an addition to the current City of Clearwater Pay Plan to provide stand~by pay
for certain classifications within the Public Service Department. Seconded
by Mr. Vantrease and motion carried. (Copy of additions attached)
4. Mr. Stephens moved that the Board approve Director's recommendation to change
the Classification Title of Personnel Aide to Personnel Technician t. Motion
seconded.by Mr. Vantrease and carried.

7. Mr. Stephens moved that the Boar~ approve request from Teresa Cubbage, Clerk
Typist I, Police Department for Maternity Leave of Absence from Jun~ 21 through
September 1, 1974. Seconded by Mrs. Peter8~ Motion carried.
8. Mr. Stephens moved that the Board approve voluntary demotion of Brian Burpee,
Police' Officer to Bailiff. Seconded by Mrs. Peters and motion carried.'
Mr. Schardt told of telephone call he received from a citizen regarding a
Secretary I doing work as an Assistant Project Manager. personnel Director advised
the Board that the positions of Project Manager and Assistant Project Manager
'are projected for establishment in the near future and that the Secretary I could,
inall probability, take the test for this position.
Thore was an informal discussion by the Board relating to the housing projects.
Mr. Schardt mentioned the editorial from the paper regarding City Forester, Pat
.Tracey, and the work he is doing.
Mr. Stephens moved the meeting be adjourned.
