Proceedings of Civil Service Board meeting held April 8, 1974.
The Clearwater Civil Service Board met in regular session on Monday evening,
April 8, 1974 in the Civil Service Office, City Hull.
Members presentt Arlie A. Schardt, Cliff Stephens, Glom Finkenbinder, Glen.. Vantrease
and Helen Peters
Visitors; Gerald Weimer, Asst. City Manager, Ruby Herndon, Mary Drew and
Paul Kane
Chairman Schardt stated that Minutes would stand approved as published if there were
no objections. Mrs. Peters questioned motion on Item #7 stating that her intent
was to place Clerk Typist I's in original range of Customer Service Representative I,
i.e., have only two classes of Customer Service Representative. After discussion
and rereading of the motion, the minutes were approved as written.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on Emergency Appointments.
Director reported on Lay-Offs, Suspensions, and Dismissals. No Board action
necessary.
Mr. Stephens moved that the resignations of John P. Shackman, Tireman, Garage
Division, Central Services Department, Carroll. A. Pfender, Clerk Typist I, Civil
Service Department, Jan E. Conover, Clerk Typist I, Libraries Department,
William J. Sander, Marine Attendant I, Marine Department, Joann Clements,
Clerk Typist I, Planning Department, Louise Ahrens, Accounting Clerk I, City Clerk
Department, Mary F. Oswald, Library Assistant I, Libraries Department, Kathleen Shea,
Maintenance Worker I, Forestry Division, Parks & Recreation Department, Walter Ingram,
Maintenance Worker I, Parks Division, Parks & Recreation Department, Eileen L. Miller,
Clerk Typist I, Police Department, Michael W. Lyons and Willie F. Tucker,
Maintenance Worker I, Parks Division, Parks & Recreation Department, Evelyn Moorhead,
Planning Technician, Planning Department, Angeline Poulos, Clerk Typist I, Police
Department, William G. Gray, Maintenance Worker I, Public Service Department,
Clarence Tucker, Maintenance Worker I, Gas Division, Utilities Department,
Margaret G. Ericksen, Customer Service Representative I, Utilities Department,
Peter A.'Martin, Sanitation Driver I, Sanitation Division, Utilities Department,
Clifford Crawford, Jr., Sanitation Worker, Sanitation Division, Utilities Department,
Daniel, Green, W.P.C. Attendant, W.P.C. Division, Utilitid's Department and
Densen L. Moore, Maintenance Worker I, Water Division, be accepted. Seconded by
Mr. Vantrease and motion carried.
Chairman Schardt asked the Director to look into the reasons why Eileen Miller,
Clerk Typist in the Police Department resigned and whether or not she was offered
another.position.

Civil Service Board April S, 1974
Mr, Vantrease moved that the following items be ratified by the Board:
1. Director's Action in approving additional position of Distribution
Serviceman I, Range 39, Gas Division, Utilities Department,
2. Director's action in approving two additional positions of Maintenance Worker 1,
Range 36, in the Condon Gardens Division, Housing & Redevelopment Department.
3. Director's action in approving the establishment of one additional position
of Foreman Y, Range 49, in the Parks & Recreation Department.
4. Director's action in approving the abolition of one position of Welder T,
Gas Division, Utilities Department.
Motion seconded b Mr. Stephens and carried.

Mrs. Peters moved that the Board approve request from Mrs. Barbara Sexsmi th,
Clerk Typist 11, Building Department, to return from Maternity Leave of Absence.

6. After a lengthy discussion, Mr. Stephens moved that the salary range of
Customer Service Representative 1, on the recommendation of Mr. Weimer, be
placed in Range 34 retroactive to October 1, 1973 and that Mr. Cody be asked
to take a closer look at the job and a copy of Mr. Cody's report sent to CEA
President. Seconded by Mr. Vantrease and motion carried.
7. Mr. Stephens moved the Board approve request from Douglas Sargent, Public Service
Department, to withdraw his resignation and providing that he not return to
actual work,until a satisfactory statement from the Doctor is obtained stating
that he is physically fit to return to work. Seconded by Mrs. Peters and
Y motion carried

'rMr. Schardt initiated a general discussion as to the eligibility of Parkettes
for Traffic Enforcement Officer and Police Officer and the'possible future
utilization of Parkettes and Traffic Enforcement Officers. Various points of view
were discussed by those present with no action taken.
Director brought up the matter of letter from the City-County Credit Union asking for
a meeting with the Civil Service Board, Mr. Vantrease moved that the Board answer
,k7#=? the letter saying, "We understand the matter has been resolved and that there will
be no need for a meeting." Seconded b Mr. Stephens and motion carried,
Meeting adjourned.
