After the reading of resignations by the Personnel Director, Board Members asked that the Director contact the Garage Division regarding the resignation of Joy Mason, Clerk TYpist II, who stated she resigned because of lack of work. Police Department to Equipment Operator. Public Service Department. Seconded by Mrs. Peters and motion carried. 1. Mr. Stephens ~ovcd that the Board approve recommendation of Personnel Director for addition of a special provision in the City of Clearwater Pay Plan providing for a five per cent salary incentive for WPC Operator I's who earn a State of Florida Class "nll Certificate and for WPC Operator II's who earn a State of Florida Class IIAII Certificate. Seconded by Mr. Vantrease. Motion carried. 2. Mr. Stephens moved that the Board approve recommendation of Director for modifi- cation of Equipment Operator classification to Equipment Operator I; for modification of Street Sweeper Operator job classification to Equipment Operator II, such class to include streetsweepers and other equipment requiring specialized skills; and for reclassification of Mr. James Gardner from Equipment Operator to Equipment Operator II. Seconded by Mr. Vantrease and motion carried. 3. Mr. Vantrease moved that the Board approve recommendation of Director for meritorious pay increase of five per cent for Mr. Dries Vandenberg, Chemist. WPC Division of the Utilities Department (from $490 to $514 bi-weekly) based upon recommendation received from his Division and Department Director and approved by Assistant City Manager. Seconded by Mr. Stephens and motion carried. Board Members commented on the excellent way in which this recommendation was presented by the Division Superintendent of Water Pollution Control. Mr. Stephens moved that the Board approve Director's recommendation to reclassify Mrs. Dorothy Roth. Secretary III. City Manager Department to a new classification of Secretary to Assistant City Manager, said classification to be established at Range 47. salary $264 bi-weekly. retroactive to October 1, 1973. Seconded by Mrs. Peters and motion carried. Chairman read memo from City Manager to all City Boards regarding their duties, responsibilities and authority. Director gave out a copy' of the Civil Service Law to all Board members. 14. Mr. Stephens moved that the Board approve request from Cynthia Frey, Clerk Typist II, Gas Division, to return from Maternity Leave. Seconded by Mr. Finkenbinder and motion carried. Director1s Reports: '1. Director reported on commencement of a review of Pay Plan structure and stated that he was not prepared to give a definite proposal to the Board at this meeting but stated that a memo had been sent out to all department directors .. and to Presidents of the three employee organizations asking for their written comments within a two week period, if they had any, on the application' of the pay plan promotion rules. Some comments were received and a meeting was scheduled on February 5th to discuss the promotion rule and any pay plan inequities. Those who attended were those persons who had specifically provided us with a written complaint, of which we had several from the police and fire deparbments. The meeting was held and four basic concerns seemed to end up as consensus of the group. Mr. Mccall Data Processing Supervisor, is going to Miami Beach to talk with their programmer since they have used Data Processing for these records for some time. Board Members discussed the removal of Thomas Attaniese from the Eligibility List of Sanitation Driver II, due to his accident record. Director told Board Members that flowers had been sent to Jim Stewart's (former City Manager) funeral 'on behalf of the Civil Service Board and the Personnel Office employees. Miss Drew, President of the Employee's Association asked why all the employees in the Customer Service Division of Utilities were not reclassified as Customer .. Service Representatives in the Cody Report. Director stated that the matter was already under advisement and a thorough investigation would be made. Meeting adjourned.
