The Clearwater Civil Service Board met in regular session on Monday evenings January 14, 1974 in the Civil Service Offices City Hall. Members presen~: Cliff Stephens, Gle~Finkenbinder, Arlie Schardt and Glen Vantrease Mr. Stephens moved that Arlie Schardt be re-elected Chairman of the Civil Service Board for the year 1974. Seconded by Mr. Vantrease and motion carried. Chairman Schardt stated that Minutes would stand approved as written since there were no objections. Director reported on assembled examinations conducted. Director reported on certifications and appointments. DiTector reported on Emergency Appointments. Mr. Stephens moved that the Board ratify the Director's action in approving the abolition of one position of Recreation Assistant in the Parks & Recreation Department. Seconded by Mr. Vantrease and motion carried. 3. Mr. Stephens moved that the Board refuse the request from the Personnel Director to ratify his. action to extend the Emergency Appointment of Irene Rounds, Keypunch-Verifier Operator, Finance Department and that the Personnel Director be directed to notify Irene Rounds that her emergency employment is terminated. Seconded by Mr. Vantrease and motion carried. 4. Mr. Stephens moved that the Board approve the withdrawal of resignation of William Vierhiller, former Foreman II in the Sanitation Division subject to n new physical examination and the making of satisfactory arrangenlents with the Pension Advisory Committee regarding repayment of pension monies. Seconded by Mr. Finkenbinder. Motion Carried. 5. Mr. Stephens moved that the Board approve recommendation for a 5% Meritorious Pay Increase for Gardner Smith, Party Chief, Engineering Division, from $401 b/w to $421 hi-weekly. Seconded by Mr. Vantrease and motion carried. 6. Mr. Vantrease moved that the Board approve an exception to the normal promotional step increase for Steven Kelly from Tradesworker II, Range 54 to Electrician II Range 55, Step 2%. Seconded by Mr. Stephens and motion carried. Mr. Firutenbinder moved that the Board direct the Personnel Director to analyze proposals for the Pay Plan providing for employees to be placed on a step or a half- step upon promotion to assure consistency of treatment on salary advancement. Seconded by Mx. Vantrease. Motion carried. 7. Mr.. Stephens moved that the Board approve request from City Manager to establish one position of Clerk Typist II, Range $203 bi-weekly in the Purchasing Department and abolish one position of Clerk Typist I. Seconded by Mr. Finkenbinder and motion carried. 8. Mr. Stephens moved that the Board approve request from Asst. City Manager Gerald Weimer to review the classification, examination and Eligibility List for Centrs! Services Director in light of possible changes in duties and . responsibilities of the class. Seconded by Mr. Finkenbinder and motion carried. 9. Mr. Stephens moved that the Personnel Director be authorized to notify the City Manager that his request for rescheduling the examination for Social Services Coordinator cannot be approved by the Civil Service Board and to explain in detail the legal reasons for not approving this request. Seconded by Mr. Vantrease. Motion carried. Director's Reports: 1. ,. Director passed out copy of Resolution approved by City Commission opposing the suggested County-wide Consolidation of Personnel Systems. Civil Service Board Meeting January 14. 1974 . 3 N " It was the feeling of the Board that consolidation of Personnel Systems was not a good idea. 2. Director reported on activities of the Affirmative Action 'Committee. 3. Director passed out list of employment vacancies as of January 14. 1974. Mr. Stephens moved that the Board approve request from Robert Cimaro11i, Groundskeeper in the Parks & Recreation Department for n voluntary demotion to Maintenance Worker II. Secpnded by Mr. Vantrease and motion carried. Hr. Stephena moved that the Board approve request for the placement of David King, Asst. Fire Chief in. Range 70, Step 5, which represents a 10% increase ($5l4.00 to $567.00 ~i~weekly). Seconded by Mr. Finkenbinder and motion carried. Director invited all Board Members to be present for the Oral examination for Field Represen~atitive to be held on Wednesday, January 16th and Thursday) January 17th.
