The Clearwater Civil S~rvice Board met in regular session on Monday evening,
December 10, 1973 in the Civil Service Office, City Hall.
Members present: Cliff stephens, Helen Peters, Gle~ Finkenbinder and
Glen'Vantrensc.
Visitors: Bill Bryant, Fire Department, Mary Drew, CEA President, and
Gerald B. Weimer, Asst. City Manager
Acting Chainnan Stephens stated that Minutes would stand approved as written since
there were no objections.

W.P.C. Division, Utilities Department, nill Murphy, James Felton, Steve McKinney
and Larry Zukowski, Maintenance Worker I, Parks & Recreation Department,

1. Mrs. Peters moved that the Board approve the City Manager's request to establish
a new classification of Spray Technician, Range 49, Salary $278 hi-weekly in
the'Parks Division of the Parks & Recreation Department with an initial
complement of one position therein. Seconded by Mr. Finkenbinder and motion
carried. .

2. Mr. Finkenbinder moved that the Board approve request from city Manager to
establish a new classification of Recreation Specialist - Drama (PPT). Salary
$3.30 per hour in the Recreation Division of the Parks & Recreation Department
with an initial complement of one position therein.
3. Mr. Vantrease moved that the Board approve the City Manager's request to
establish a new classification of Assistant Recreation Facilities Superintendent

establish a new classification of Golf Supervisor lIt Range 55, Salary $322
bi~weekly in the Facilities Division of the Parks & Recreation Department
with an initial complement of one position therein. Seconded by Mr. Finkenbinder
and motion carried.

6. Director reported on Classification and Pay Assignment Review of the
classifications of Buyert Account Collector and Marine Attendant I, II, and III.
He recommended that Buyer be advanced from Range 50 to 53; Account Collector
advanced from Range 42 to Range 45 and that no change be made in the Marine
Attendant series. Mr. Vantrease moved that the Board approve the Director's
recommendation. Seconded by Mr. Finkenbinder and motion carried.

Director told Board members that the Oral Examination for Asst. Fire Chief would be
held on December 12, 1973 and all Board members were invited to attend.
Mr. Vantrease moved that Mr. Schardt b~ re-appointed for a three year term starting
December 14) 1973. Seconded by Mr. Finkenbinder. Motion carried.

Director reported on Citizenship Law. The Supreme Court ruled 8 - 1 on 11-19-73
that employers may refuse jobs to aliens despite the 1964 Civil Rights Act. Justice
. Thurgood Marshall said in the opinion that alien status is not the same as national
origin.

Director passed out to the Board a copy of evaluation by the Civil Service
Commission. The Secretarial position in the Civil Defense office is partially
funded by the Federal Government and the Civil Service Commission sent two
representatives to evaluate our system several weeks ago.

Director asked Board members their feelings on having only one Board member present
for oral interviews for the Police and Fire alternate test process. In the past
monthst it has been difficult to get two member3 for the interviews. Mr. Finkenbinder
moved that the policy requiring two members of the Civil Service Board to be present
