4. Chairman asked the Director to read his report on the Pay Range Assignment for
the parkette classification.
lI1n accordance with the request of the Civil Service Board, this office has
reviewed the complaint presented by the Parkettes as to their pay range assignment
and the relationship of their duties and salary to that of the Traffic Enforcement
Officer classification.
Pay Range Assignment
In a Preliminary Report presented by George F. Cody & Associates, Management
Consultants, employed by the City to conduct a comprehensive Pay & Classification
Survey, the parkette classification was placed in Pay Range 42 at $6,110.00
annually. This Report was presented jointly to members of the City Commission
and' Civil Service Board, Department Directors and Division Superintendents,
employee organization presidents, and the press on June 4, 1973. Subsequently, all
parties. concerned were permitted to direct questions and/or complaints regarding
the tentatiVe salary range assignments of the various classifications to the

Consultant. These. questions were forwarded to the Consultant through the Personnel
Department. In a number of cases, the consultant personally met with Department
Directors and others to further receive their comments. The firm then reviewed their
findings and recommendations and submitted a Final Report to the City which included
twenty-six amendments from the original report. One of those changes was in the ,pay
range assignment for the parkette classification which was finally placed in Pay
Range 39 at $5668.00 annually. This amendment was made by the Consultant because in
reviewing his preliminary salary information he determined that he could not justify
Range 42 with the wage survey data. The Final Report, as submitted by the Consultant
was approved, with nine variations, to become effective October 1, 1973.
It appears that the Parkette~ who had access in some form to the preliminary Report,
were not aware of the amendment affecting their pay range assignment until
October 5, 1973 when they received the first pay check reflecting the pay range
assignment of the Final Report (as amended). This would explain why they did not
present a complaint prior to October 1st. It should be noted, however, that the
Consultant's Final Report was distributed to the same parties as was the Pre1ilninary
Report. Neither report was provided to individual employees.

Because of the Parkette's complaint, this office surveyed thirteen cities to obtain
current salary data on positions comparable to the City's parkette class. Ten cities
reported comparable positions and their average annual salary was $5711.00, or only
$43.00 more than Clearwater's annual salary for the Parkette classification. Of the
immediate local area cities reporting, the following annual salaries are currently
being paid: St. Petersburg, $5226.00; Tampa, $4992.00; Lake1and. $4368.00; and
Sarasota $5256.00. (A complete list of the ten cities and their annual salaries is
attached).
ClaSSification Review ~ Comparison
A review of the job description for parkette and for Traffic Enforcement Officer
indicates that there are substantial differences envisioned between the two classes.
The Parkettes are, by job description, concerned primarily with enforcing parking
regulations, issuance of parking tickets for violations of parking ordinances,
winding of parking meters, checking of defective meters and giving out routine public
information. The Traffic Enforcement Officers are, by job description, concerned
with the direction and regulation of traffic flow, making arrests of those who violate
traffic laws, issuance of parking tickets for violations of parking ordinances,
issuance of traffic warnings and summonses, assistance in traffic enforcement at
parades, funerals, and public gatherings, providing escort service, and preparing
reports on complaints, accidents and other incidents observed.

The Personnel Director and his Assistant interviewed Mr. Dennis Becky, Traffic Enforce-
ment Officer, at Clearwater Beach on November 6, 1973. Mr. Becky related during the
course of that interview that he does, in fact, direct traffic, serves as a back-up
officer for regular Police Patrolmen answering calls on the Beach, handles various
misdeaeanor complaints such 8S dog control, trespassing and family arguments, and makes
occasional arrests. He stated that he does not do all of the aforementioned duties

every day, but that he performs them all as necessary or requested. Additionally,
being armed and equipped with radio communications, he serves in a surveillance
capacity (during the normal course of his rounds) with respect to such activities
as narcotics and other offanses which are routinely referred to the i'olice
Department's intelligence unit.
Reconnnendations
This office, having analyzed the question of salary range assignment and class
differentiation, submits the following reconnnendations:
1. That the salary range assignment for parkette remain unchanged
based upon:
a.
Attached salary data which shows that Clearwater's
parkette salary exceeds that of its immediate neighbors
(Tampa, St. Petersburg, Lakeland, and Sarasota) and is
within $43.00 of the annual salary for ten cities having
jobs comparable to Clearwater's parkette.

see no basis for recommending an increase.

Chairman called upon Police Chief Frank Daniels who related to the Board that he,
along with his Police Majors and Police Captains, felt that there is a very
definite difference between the classifications of parkette and Traffic Enforcement
Officer. parkettes do not carry weapons and do not have the power to arrest,
except for citizen's arrest. The Traffic Enforcement Officer is certified as a
Police Officer by the Police Minimum Standards Council of the State of Florida, has
arrest powers, and carries a weapon.

The Chief related that the Traffic Enforcement Officer performs a specific police
function in a particular area because of the young, drug-cultured types on the
beach and because of the problem in traffic caused by that same type along with
the tourist trade at the beach motels. He noted that the Traffic Enforcement
Officer does respond to calls and serves as back-up for either of two regular police
zones on Clearwater Beach, although he is relieved as soon as possible to keep him
from being tied-up. This is similar to the manner in which Patrolman Jerry Roberts
is used in the downtown section of clearwater.

except for cost of living raises. Director reported that the Parkettes received
a,12%% increase in 1967, or 7%% more than the cost of living increase for that
year, and this year receined a 15'70 pay increase.

from other cities, then the parkette classification is on a par with the
other cities of comparable size.
After continued insistence by the Chairman as to the Report prepared by the
Director, parkette Wiggins acknowledged the substance of the Director's Report
and the comments made by Chief Daniels.
Patrolman Ed Sims, President of the Fraternal Order of Police, stated that his
organization supported the parkettes in their grievance.
Other Parkettes present stated that they felt they should be placed in Range 42 as
originally proposed by George F. Cody & Associates in the preliminary Salary Report.
Mary Drew, President of the City Employees' Association stated that she felt for
the small amount of money involved and for the happiness of the parkettes who are
doing an excellent job, they should be placed in Range 42.
parkette Wiggins passed out for the Board's consideration, copies of several memos
from various Police supervisory personnel requesting that the Parkettes relieve
the Traffic Enforcement Officer on the Beach during his absence. Discussion then
centered around the meaning and intent of the memos, i.e. did this require meter
enforcement duties or were additional police duties involved.
Mr. Weimer, Assistant City Manager, made several observations during the discussion,
noting that perhaps a meeting is needed between the Police Chief, his staff and
the parkettes as to just exactly what the parkette's job is, so that they will
know for once and all, and that perhaps a review of their uniform would be
appropriate to eliminate any problem regarding their being mistaken by citizens for
regular police officers.
After additional lengthy discussion, Chairman asked for a motion on changing the
Pay Range of the Parkette classification. No motion was offered and the Pay Range
will remain at Range 39 as recommended in the final Cody Report.
5. Director stated that his office had reviewed questions regarding the classifications
of Buyer, Account Collector and the Marine Attendant series. Recommendations have
been completed and are now in the process of being typed for submittal to the City
Manager.
The Personnel Office is also continuing review of other classes including one
Equipment Operator, several Clerk Typist and secretarial positions, and others.
Not all the questions brought to the attention of this office concern claSSification,
as some relate only to salary step placement of an incumbent.
Director reported on a Minority Referral Program developed by the City's Community
Relations Office in cooperation with Sperry Microwave. The program provides a method of
, referral of minority job applicants among employers throughout the County.
Dir~ctor reported on the establishment of an Affirmative Action Program. The first
" step in this program was the' creation of an Employees' Affirmative Action Committee
whose purpose will be to advise and assist the Personnel Department in the formulation
of the program. Director noted that other groups will be involved in this program,

Civil Service Board meeting
November 19. 1973
including the Employment Committee' of the Community Relations Boord. and suggcsted
that the Civil Service Board and Community Relations Board meet jointly some month
to discuss their mutual concerns in regard to affirmative action.
Mr. Stephens moved that the Board approve request from the City Manager to establish
a new classificat.ion of Gas Foreman, Range 55 with an initial complement of two
positions and abolish the classification of Gas Distribution Foreman. Seconded by
Mr. Vantrease and motion carried.
Chairman stated that before the meeting adjourned he wanted to say that he had pre-
determined that this meeting could result in Borne emotional conflicts because of the
parkettes' grievance and that he had determined to try to run the meeting in such a
manner as to avoid personality clashes and allow tbe Board's judgment to be based on
facts rather than emotions.
Mrs. Peters said she had been rather confused when the Chairman asked if anyone wanted
to make a motion regarding the parkette Range. and she didn't realize that would be
the end of the matter regarding the Parkettes. "If I had known it, I would have made
a motion.1l Mrs. Peters stated that because of these errors she would like the
Parkettes put back into Range 42.
The Board discussed the status of the parkettea' Report and it was the consensus
of the Board that, since no motion had been offered, the Director's Report was
accepted and the matter finalized.
Bill Bryant, President of Firefighters' Union, asked that copies of everything sent
to the Board members be sent to Presidents of the employee associations. He said it
was necessary that they receive copies of all'information so that they can be kept up
to' date and prepared to respond intelligently to matters before the Board. Mr. Weimer
said if this is going to happen, then the employee groups should send copies to the
I' .
Personnel Director of all their communications regarding personnel matters.
Mr. Stcphens .said he did not feel that every item on the agenda (on which there is
information provided to the Board) should be sent to the employee groups.
Mr. Stephens moved the meeting be adjourned.
