Proceedings of Civil Service Board meeting held October B, 1973.
The Clearwater Civil Service Board met in regular session on Monday evening,
October 8, 1973 in the Civil Service Office, City Hall.
Members present: Arlie Schardt, Cliff Stephens, Glenn Finkenbinder, Helen Peters
and Glen Vantrease

Chairman Schardt called meeting to order.
Chairman stated that Minutes would stand as published if there were no objections.
Since there were no objections, Minutes were approved.
Director reported on assembled examinations conducted.
Director reported on certifications and appointments.
Director reported on Emergency Appointments.
Director reported on Lay-Offs, Suspensions, and Dismissals. No Board action
necessary.

1. Mr. Vantrease moved that for the year 1973 Veteran's Day be observed on
November 11th. Seconded by Mr. Stephens and motion carried.

moved that the present restriction consisting of the geographical boundaries of
Pinel1as County as established under Rule 20, Section 1 (a) be lifted and that
no geographical restrictions be required. Seconded by Mr. Finkenbinder. Motion
carried with Mrs. Peters voting no.
After discussion, Mr. Stephens withdrew his original motion recommending the
dropping of the Emergency Pay Criteria (copy attached) and moved as follows:
That the Emergency Pay Criteria and Procedures as approved by the Board on
May 14, 1973 for a period of, six months be extended for an additional six months
and at the end of said six months that they be reviewed. Seconded by
Mr. Vantrease and motion carried.
Mr. Vantrease moved that the Board approve request of Thomas Kessenich,
Recreation Supervisor I, for a voluntary demotion to Recreation Leader (PPT)
in the Parks & Recreation Department effective September 28, 1973. Seconded by
Mr. Stephens and motion carried.
Mr. Stephens moved that the following new classifications be established:
Asst. Water Pollution Control Superintendent, Range 62, Salary $382 bi-weekly
Zoning Analyst, Range 53, Salary $307 hi-weekly in the Planning Department
Social' Services Coordinator, Range 57, Salary $338 hi-weekly in the Housing
& Redevelopment Department
Tire Man, Range 45, Salary $253 bi-weeltly in the Garage Division
Aquatic Supervisor I, Range 48, Salary $271 bi-weekly in the Recreation Division
Communications Aide, Range 33, Salary $188 bi-weekly in Central Services Department
The motion was seconded by Mr. Vantrease and carried.
Mr. Stephens moved, Mrs. Peters seconded, and motion carried that the City ~Ianagerls
request to establish the following additional positions be approved:

13. Mr. Stephens moved that the Board ratify the Director's action in approving the
establishment of one additional position of Janitor, Rang~ 33, Salary $188 bi-
weekly (effective 10-1-73 Range 35, Salary $199 bi-weekly) and the abolition of
one position of Janitor (PPT) in the Marine Department. Seconded by
Mr. Finkenbinder and motion carried.
13. Mrs. Peters moved that the Board approve Maternity Leave of Absence for
Cynthia Frey, Clerk Typist II, Gas Division, Utilities Department beginning
October 22, 1973 in accordance with Civil Service Rule 13, Section 9. Seconded
by Mr. Stephens. Motion carried.
15. Mr. Stephens moved that the Board approve transfer of Lois Bechler, Clerk Typist I
City Manager Department to Clerk TYpist I, Planning Department. Seconded by
Mr. Finkenbinder and motion carried.
16. Mr. Stephens moved that the Board approve request of the Department Director and
City Manager for a 5% meritorious pay increase for Al Gricius, Minimum Housing
Inspector and Sydney Snair, Zoning Enforcement Officer. Motion was seconded by
Mr. Vantrease and carried.

17. Mr. Stephens moved that the Board ratify the Director's action in approving
changes in classification allocations of the Cody Report based on employee or
departmental appeals (6 classifications shown below). Seconded by Mrs. Peters
and motion carried.

There was a lengthy discussion on the work performed by parkettes and the change in
Range which was set in the original Cody Report at Range 42 and which was changed
to Range 39 in the final report. After listening to Mr. Bryant, Mr. Zussy,
'Mrs. Wiggins and Mrs. FaGS) the Board stated that this was an administrative matter
and. asked that the Director meet with Chief Daniels to discuss this situation and bring

the matter before the Boord at the next meeting.
Director's Reports:
1. Director reported on Citizenship Requirement Low.
2. Director discussed letter from City Attorney's office concerning Procedure for
Amendment to Civil Service Law under Municipal Home Rule Powers Act.
3. Director passed out copies of memos from the City Attorney and the Acting City
Manager concerning the operation of the credit Union by a classified employee
in which it was stated that the operation of the Credit Union is for the
benefit of the City employees and that it has ,been determined that the
'\
minimum of City time spent on the Credit Union activities is fully and
comp~etely justified.
Mr. Stephens moved that the Board approve the following requests for additional
positions:
1- Clerk Typist I, Range 32, Sanitation Division, Utilities Department
1- Sanitation Inspector, Range 47, Sanitation Division, Utilities Department
Seconded by Mrs. Peters and motion carried.
Director read letter from Rita Chernick, Asst. to Personnel Di~ecto~ requesting that
her Maternity Leave be terminated as of September 19th. Mr. Stephens moved
that' the request be granted. Seconded by Mr. Finkenbinder and motion carried.
Mr. Schardt asked ahout the Industrial Nurse's duties and whether the City had ever
purchased 'the special vision equipment. It was felt that this equipment would be
a great improvement over the vision test given by the Doctor and Mr. Zussy said he
would check into the matter.
Director told the Board that when the Cody Classification and Report was approved,
the matter of shift differential had not been worked out and that the Director and
Mr. . Weimer, Ass t. Ci tyManager, were to review shi ft d! fferen tial and bring this
,to the city administration and Civil Service Board at a future meeting. This
differential is being worked on and Director asked the Board for authority to
implement shift differential policy if it is developed prior to the next meeting of
the Board. It was decided by the Board that this matter should wait until the next
Board ,meeting and any changes would be retroactive.
There being no further business, the meeting adjourned.
