Motion seconded by Mrs. Peters and carried. 1. Mr. Finkenbinder moved that the Board ratify the Director I s action in approving the establishment of one (1) additional position of Sign Inspector, Range 54, Salary $314 bi~weekly within the Building Department. Seconded by Mr. Vantrease and motion carried. 2-5. Mrs. Peters moved that the Board ratify the Director's action in approving the establishment of the following additional positions: 2- Laborers, Range 34, Salary $193 bi~weekly in Bldg. Maintenance Division 2- Maintenance Tradesworker I, Range 40, Salary $224 bi-weekly in Bldg. Maintenance Division 2~ Clerk Typist I, Range 31, Salary $180 bi-weekly in Housing & Redevelopment Dept. 4- Firefighters, Range 50, Salary $284 bi-weekly in the Fire Department Motion seconded by Mr. Finkenbinder and carried. 6. Mr. Vantrease moved that the Board approve City Manager's request to establish a new classification of Environmental Planner, Range 64, Salary $401 bi-weekly ,in the Planning Department with an initial complement of one position therein. Seconded by Mr. Finkenbinder. Motion carried. 7. Mr. Finkenbinder moved that the Board approve the bi-Iateral transfer of Mike Kenton, City Forester, Forestry Division, Parks & Recreation Department to Environmental Planner, Range 64, in the Planning Department in accordance with Civil Service Rule 6, Section 6 (a) (1), Rule 8, Section 1 and Section 11. Seconded by Mr. Vantrease and motion carried. 8-9. After discussion by the Board on the conversion of Clearwater Housing Authority employees to City employee status, Mr. Vantrease moved that the Board approve the establishment of the following additional positions within the Rousing and Redevelopment Department and that examinations be conducted to fill these positions. 1- Account Clerk II Range 41 1- Secretary I Range 33 Motion seconded by Mrs. Peters and carried. $229 bi-weekly 188 bi-weeldy 10. Mr. Vantrease moved that the Board approve Procedures for Step Conversion of present City employees from the current pay plan to the new Pay Plan effective October 1, 1973 as outlined by Personnel Director. Seconded by Hr. Pinkenbinder . and motion carried. Mrs. Peters moved that all Firefighters and Fire Lieutenants should be paid for the Emergency Medical Technician Certificate when they acquire it regardless of their duty assignment and that additionally they should get driver-operator pay if they are assigned that job. Paul Kane, Public Service Director, spoke to the Board regarding the classifica- tion of hiB Secretary, Mary Drew. He stated that the Cody Report classified her as Secretary 11 and, that BS Secretary to a Department Director ahe should be classified as Secretary III. The Personnel Director informed the Board that, in his opinlon~ the fact that a Secretary serves a Department Director does not in itself justify Secretary III status and related other instances within the City where Department Directors had Secretaries at n lower level. He did. however, agree that Miss Drew should be properly classified as a Secretary III and advised the Board that he would meet with Mr. Kane to solve this classifica- tion problem and problem and others that might exist within the Public Service Department. The Director indicated to the Board that the question of the operation of the City-County Credit Union had apparently affected Miss DrelY's job classification over a period of years although it had never been openly discussed. He stated that Miss Drew puts in some time during City hours on Credit Union business and related that this could be construed as outside employment on the job. Director felt that the operation of the Credit Union by a classified employee on City time should be clarified in some manncr. In addition, he noted that employees having outside employment should file an Outside Employment Form which is subject to approval by the Department Director and Appointing Authority. The Board expressed the opinion that the activities of the employee for the Credit Union should not affect the job classification and that the Civil Service job class should be determined solely on the duties as performed in the employee's capacity as Secretary to the Department Director. Director reported on the rehiring of Miss Bonnie McDowell in the Utilities Department. After a lengthy discussion, the Board indicated that while it felt Miss McDowell was a victim of someone else's subterfuge, it must uphold the Law and Rules. Accordingly, Mr. Stephens moved "That this Board recommend that Miss McDowell be teminated, but that she be placed on the eligibility list for other departments and that strong measures toward the Department Read who deliberately misinformed the Personnel Director and the Acting City Manager, and misled them as a consequence, be pursued further by the Appointing Authority." This motion was seconded by Mr. Vantrease and carried unanimously. Director reported on Intergovernmental Personnel Act Grant for Employee Training. It has not yet been approved hut unofficial word has been received that the City of Clearwater had the fourth highest rated grant request out of some thirty applicants. Director reported on qualitative evaluation of Clearwater Merit System operations by the U.S. Civil Service Commission representatives. Mr. Finkenbinder moved that the Board approve City Manager's request to establish one additional position of Chief PJ.anner. Range 65. in the Planning Department. Seconded by Mrs. Peters and motion carried. Director requcsted ratification of his action in approving the extension of the Emergency Appointment of Mr. Loren Murphy. Recreation Supervisor I in the Parks & Recreation Department. At this point, there was a discussion by the Board on the ex- tension of Emergency Appointments. City Attorney Kennedy said that their office had asked for a ruling by the Attorney General on the matter of extending Emergency Appoint- ments beyond 60 days. He said the way it is written at the present time it is rather confusing and until a ruling is received there should be some definite policy established to, handle Emergency Appointments. The Board asked that the Director duly note the - 4 - Civil Service Board meeting September 10, 1973 recommendation of the City Attorney and perhaps set up some guidelines to be used and pass this along to the Department Heads. It was also suggested that Emergency Appointments be avoided as much as possible. After this discussion Mr~ Finkenbinder moved to extend the Emergency Appointment of Loren Murphy, Recreation Supervisor I for one week so that he may train the man being hired from the Eligibility List. Seconded by Mr. Vantrease and motion carried. Mrs. Peters moved that the Board approve a Maternity Leave of Absence for Mary May, Library Aseistant I in the Library Department beginning September 15th. Seconded by Mr. Finkenbinder and motion carried. Mr. Finkenbinder stated he felt something should be done about the citizenship requirement which was discussed at the August Civil Service Board meeting. Mr. Vantrease moved that the Director be authorized to pursue whatever measures are necessary to determine the legality of that portion of the law that is on our book 'regarding citilzenship versus the Equal Employment Act. Seconded by Mr. Finkenbinder and motion carried. Miss Drew raised the question of why an appointment of a Sanitation Foreman had not been'made. Director reported that an appointment was pending and it would probably , be made after the new Pay Plan goes into effect. Mr. Finkenbinder asked that the Director request a legal opinion as to just what authority the Board has in regard to setting salaries and wages for a department or individual.
