Members present: Cliff Stephens, Glenn Finkenbinder, Helen Peters and Glen Vantrease Vis !tors: Mary Drew, President of Employees' Association, Shirley FaBs, Sara Wiggins, Gerald Weimer, Betty Haeseker and Professor F. W. Curtis for the Community Relations Board Acting Chairman Stephens called meeting to order. Mr. Stephens moved that Mr. Schardt be elected Chairman for the remainder of the calendar year. Seconded by Mr. Vantrease and motion carried unanimously. Acting Chairman said there being no corrections to the Minutes, they stand approved as printed. Director reported on assembled examinations conducted. Director reported on certifications and appointments. Director reported on Emergency Appointments. Seconded by Mr. Finkenbinder and motion carried. 1. Mr. Vantrease moved that the Board approve request from Lowell T. Price, Mechanic II, Garage Division for a voluntary demotion to Laborer, Parks Division, Parks & Recreation Department, in accordance with Civil Service Rule 8, Section 12 (5) and CiVil Service Rule 14, Section 3. Mr. Finkenbinder moved that the Board approve the following items relating to the Glen Oaks Golf Course acquisition: 2. Director's recommendation for Board adoption as to procedures for conversion of former. Glen Oaks employees to Civil Service Status (copy attached). 3. City Managerts request to establish the following additional positio~s in the Recreation Facilities DiVision, Parks & Recreation Department: 1- Groundskeeper 2- Laborers 5- Recreation Assistants Range 37, Salary $208 bi-weekly Range 34. Salary 193 hi-weekly $1.98 per hour 4. Director's request for ratification of his action :.in approving the placement of Vernon Stone, former Glen Oaks' employee, in Step 5 ($253 bi-weekly) upon his appointment as Emergency Groundskeeper. 5~ Director's request to place Vernon Stone, former Glen Oaks' employee, in Step 5 ($253 bi-weekly) as Groundskeeper on probationary permanent status and that no examination be required based on his previous service with the golf,course. Motion seconded by Mr. Vantrease and carried unanimously. 6. After discussion, it was decided that no action would be taken on the conversion of Clearwater Housing Authority employees to Civil Service status until the Board Members had a chance to study the recommendations more thoroughly. 7. Director explained he had received a verbal ruling from the City Attorney stating that TIle Equal Opportunity ,~ct of 1972 superseded the City's citizenship require- ment as contained in our Civil Service Law. After discussion, the Board decided that the citizenship requirement contained in the local Civil Service Act should remain in effect until challenged by an outside party. I;,~....~'<,"l - 3 - Civil Service Board Meeting August 13, 1973 to notify the Parks & Recreation Department that the former employee of Glen Oaks Golf Course who ia not a citizen is not qualified for appointment by the City. 8. Mr. Finkenbinder moved that the Board approve placement of Stephen Barrett, Assistant Finance Director in Step 1\ of Range 71, Salary $489 bi-weekly ($12,714 annually) in accordance with provisions of the Executive Section of the Pay Plan. Seconded by Mr. Vantrease and motion carried. 9. Board members agreed that the proposed Emergency Appointment procedure for an employee to be utilized as needed for municipal elections was appropriate and reflected good management. 10. Mr. Vantrease moved that the Board approve Director's recommendations on Employee Status upon Implementation of the George F. Cody & Associates Pay and ,classification Report (copy attached). Seconded by Mr. Finkenbinder and motion carried. 11. Mr. Finkenbinder moved that the salary of Jeffrey Harper, Asst. to Personnel . Director be increased to $501 bi-weekly effective October 1, 1973. Seconded by Mrs. Peters and motion carried. Board also approved Director's request ,to designate Mr. Harper as Assistant Personnel Director although his official title of Asst. to Personnel Director will remain the same. Mr. Vantrease moved that the Personnel Director conduct an investigation regarding the matter of re-hiring Bonnie HcDo~el1, Clerk~Typist I in the Utilities Department and report'back to the Board at the next meeting. Seconded by Mrs. Peters and motion carried unanimously. Mr. Stephens stated that these matters should be called to the attention of the Board b~ the Director in the future. Mr. ' Finkenbinder moved that the Board approve Director's request to extend the Temporary Appointment of JudY'Carney, Clerk-Typist II in the Civil Service Office. Seconded by Mr. Vantrease. Motion carried. Mr. Vantrease moved that the Emergency Appointments of Morris Rose and William Sander Bridge Operators, be extended. Motion seconded by Mr. Finkenbinder and carried. Mr. Weimer personally thanked the Board fox adoption of Item 10 regarding the Cody report. Mrs. Peters moved the meeting be adjourned. Seconded by Mr. Vantrease.
