Utilities Department be accepted. Seconded by Mr. Finkenbinder and motion carried.
1. Mr. Stephens moved that the Board grant request from Wendy Hlln,tcr, Clerk-
Typist I, city Manager Department for a Maternity Leave of Absence
beginning 7-31-73.and ending January J1. 1974 in accordance with Civil
Service Rule 13. Section 9. Seconded by ~tr. Finkenbinder and motion cnrricd.
2. Mr; Finkenbinder moved that the Board grant request from Carole Muzar, Keypunch
Operator, Finance Department for a Leave of Absence for 8 period of six months
or less ending October 15, 1973 in accordance with Civil Service Rulo 13.
Section 4 (n) (1). Seconded by Mr. Stephens and motion carried.
3. Mr. Finkenbinder moved that the Board ratify the Director's action in approv-
ing the establishment of one additional position of Secretary II. Range 35,
Salary $199 bi-weekly in the City Clerk Department. Seconded by Mr. Vantrease
and motion carried.
4. ,Mr. Stephens moved that the Board ratify the Director's action in approving
the establishment of one additional position of Draftsman I, Range 42, Salary
$235 bi-weekly in the Engineering Division of the Public Works Department.
Seconded by Mrs. Peters and motion carried.
5. Mr. Vantrease moved that the Board ratify the Director's action in approving
the establishment of one additional position of Clerk-Typist I, Range 31,
Salary $180 hi-weekly in the Service & Information Division of the City Manager
Department. Seconded by Mr. Stephens. Motion carried.
6. Mr. Finkenbinder moved that the Board approve City Manager's request to
establish one additional position of Assistant Fire Chief, Range 66, Salary
$421 bi~week~y. Seconded by Mr. Vantrease and motion carried.
7. Mr. Stephens moved that the Board approve City Manager's request to establish
a new classification of Arts & Crafts Supervisor I, Range 43, Salary $240
bi-weekly in the Recreation Division of the Parks & Recreation Department with
an initial complement of one position therein. Seconded by Mrs. Peters and
mo tion carried.
8. Mr. Stephens moved that the Board approve request from city Manager to establish
a new classification of Relocation Officer, Range 62, Salary $382 bi-week1y in
the City Manager's Department with an initial complement of one position therein
and providing that said classification be advanced to Range 63, Salary $391
bi-weekly in conjunction with the implementation of the Classification and Pay
PIDn submitted by George F. Cody & Associates, as amended, effective
October 1, 1973. ,~otion seconded by Mr. Vantrease and carried.
9. Mr. Steph.ens uloved that the request for the"extcnsion of Emergency Appointment
of Bonnie McDowell, Clerk Typist I in the Utilities Department be rer~sed
and that the present Emergency Appointment be terminated as of July 20, 1973.

10. Mr. Vantrease moved that the Board approve Director's recommendations for minimum
qualification requirements relating to age, height, weight, vision and hearing
for the ,classification of Police Patrolman and Firefighter (copy attached
herewith). Motion seconded by Mr. Finkenbinder and carried.
11. Director explained recommendations of the George F. Cody & Associates
Classification & Pay Plan as submitted in final form, and asked for adoption
of the Pay Plan including eight recommended amendments of the Director.
Mr. Stephens said he felt that the Executive Secretary position should be 5%
higher 1n the pay range than any of the top secretarial positions.
Fire Chief Pitts asked that the Board discuss the question of parity of the
Fire Department with the Police Department before a vote was taken on adoption
of the Pay Plan. Mary Drew, President of CEA and Bill Bryant, President of
the Local, Firefighters' Union asked that the Board approve adoption of the Pay
Plan.
After a lengthy discussion on parity it was decided to adopt the Pay Plan
as recommended and that the question of parity would be taken up when the new
City Manager is hired.
Mr. Schardt moved that the Pay Plan as submitted by George F. Cody & Associates
including special provisions thereof, subject to additional changes recommended
by the Director in his memo to the City Manager on June 27th, and the
recommendation of the Board with respect to the classification of Executive
Secretary and excluding the recommendations for shift differential, be adopted
and implemented October 1, 1973. Seconded by Mr. Finkenbinder and motion
carried.
In further discussion concerning parity, Mr. Vantrease moved that the Director
and'City Manager pursue the purposes and goals of parity and that the pros
and cons of adopting parity, be evaluated and brought to the Boar.d. Seconded
by Mrs. Peters and motion carried.
, Mr. Stephens moved that the Civil Service Director's salary be increased by $2498
per year starting October 1, 1973. Seconded by Mr. Vantrease. "Motion carr ed.
