The Clearwater Civil Service Board mot in regular session on 110nday evening, June 11, 1973 in the Civil Service Office, City Hall. Members present: William A. Ramsey, Cliff Stephens) Arlie A. Schardt and Glenn Finkenbinder Visitors: Mary Drew, President of Employees' Association, Shirley Fass, Paul Kane, George Odiahoo, Bill Bryant, Chief John Pitts, Judy Adriance, Lucile Allen, Mrs. Kathleen DeBlaker and George Cody. Director read letter from Cal Blackstone resigning from the Civil Service Board and then introduced new Board Member, Glenn Finkenbinder, to other Civil Service Board Members. Chairman Ramsey called meeting to order. Mr. Schardt moved that the minutes of the meeting of May 14, 1973 be approved. seconded by Mr. Stephens. Motion carried. Director reported on assembled exmninations conducted. Director reported on certifications and appointments. Director reported un Emergency Appointments. Director reported on Lay-Offs, Suspensions, and Dismissals. No Board action necessary. .Mr.. Schardt moved that the resignations of Sandra F. Mr. Schardt moved that the Board ratify the Director's action in approving one additional position of Clerk-Typist I, Range 29, in the City Manager Department. ".', :'~:i i~/' :?~ Mr. Schardt moved that.the Board ratify Director's action in approving Maternity Leave of Absence for Patricia Carney, Clerk-Typist I, Library Department starting June 8, 1973. Seconded by Mr. Stephens and motion carried. Mr. Stephens moved that the Board approve request from Joseph ~liller, Laborer, Parks & Recreation Department, for a voluntary demotion to the position of Recreation Leader. Seconded by Mr. Finkenbinder. Motion carried. Mr. Stephens moved that the Board approve request from Lutre11 Evans, Meter Repairman I, Meter Shop, for a voluntary demotion to the position of Distribution Serviceman I, Water Division, Utilities Department. Seconded by Mr. Finkenbinder. Motion carried. Chief Pitts spoke before the Civil Se~vice Board and asked that all Firefighters and officers in the Fire Department be given parity with the Police Department. Mr. Cody explained the reasons why his recommendation maintained the present dispa~ity between the Police and Fire Departments. He stated that out of 57 cities in the State of Florida, 48 cities had no parity and 9 cities had parity. Mr. Schardt moved that the Fire Department be placed on parity with the Police Department. ' Motion seconded by Mr. Stephens for discussion purposes. After a lengthy discussion, .Director recommended that the motion be'withdrawn. Mr. Stephens asked Chief Pitts if he had any objections to this matter being tabled for the next meeting and Chief Pitts had no objections. Mr. Stephens withdrew his second to Mr. Schardt's motion and Mr. Schardt reluctantly withdrew his motion. Director recommended that the Board accept Cody's report in principle and Mr. Stephens moved that the Board adopt, in principle~ the classification and pay plan as submitted to the City of Clearwater by George F. cody & Associates subject to the recommendations of the Personnel Director and Appointing Authority and adequate funding by the City of Clearwater for the 1973-74 Budget. Seconded by Mr. Finkenbinder and motion carried unanimously. . Stephens moved that the Board adopt "The Pay Plan - City of Clearwater - Fiscal Year 1972-73" with an effective date of June 11, 1973 which provides for a five per cent (two pay range) salary adjustment for all classified service employees retroactive to April 7, 1973 provided, however, that the two range adjustment granted by 'the Pay Plan - City of Clearwater - Fiscal Year 1972-73 (effective date June' 11, 1973) be considered as a portion of the cody & Associates recommendations at such time as it 1s implemented. Seconded by Mr. Schardt and motion carried. Mr . Stephens moved, Mr'. Doug Wagner, Asoistants to April 7th. Schardt seconded and motion carried that Jeff Harper and to Personnel Director be given a 5% increase retroactive " Mary Drew said she would like to bring to the Board1s attention that Kathy Carrell . had been hired as an Emergency Clerk-Typist I after she had failed the examination. Mary Drew told Board Members that the Civil Service Act had been placed under Home . Rule effective 10-1-73 as a result of action in the State Legislature. Mr. Stephens moved that Mike Laursen, Personnel Director be given a 5% increase retroactive to' April 7th. Seconded by Mr. Schardt and motion carried.' Mr. Stephens said he would like to express his personal appreciation to Mr. Ramsey . for his sincere int~rest, commended. him for the job he has done as Chairman and . regrets very much that Mr.' Ramsey finds it necessary to leave the Board.
