The Clearwater Civil Service Board met in regular session on Monday evening
May 14, 1973 in the Civil Service Office, City Hall.
Members present: William A. Ramsey, Cliff Stephens, Arlie A. Schardt and
Cal Blackstone

Miss Drew asked Director about Emergency Appointment of Bonnie McDowell, Clerk-
Typist I in the Utilities Department. Director advised that tha appointment was
made because there were no Clerk-Typist I applicants on the Eligibility List.

2. Mr. Stephens moved that the Board ratify the Director's action in approving the
establishment of one additional position of Parking Meter Mechanic Helper,
Range 35, Salary $199 bi-week1y in the Traffic Engineering Department and
abolition of one position of Parking Meter Mechanic, Range 43. Seconded by
Mr. Schardt and motion carried.
3. Mr. D1ackstone moved that the Board approve request for extension of Emergency
Appointment of Curtis McCoy, Deputy Community Relations Coordinator. Seconded
by Mr~ Schardt. Motion carried.
4. Director presented the change on Rule 8. recommended by the Civil Service Rules
Committee. Mary Drew asked to go on record opposing this rule until we have
a clarification by the Attorney Gen~ral. Nr. Stephens moved that the Board
ask the Attorney General for a legal opinion as applied to this question of
whether the Rule is conflicting with the Law. Seconded by Mr. Schardt and
motion carried.
5. Mr. Schardt moved that the retroactive date for Meritorious Pay Increases policy
be, set as June 1, 1971 with exceptions being made that increases for two police
sergeants be excluded for the reason that the increases given to those officers
was submitted as an increase to adjust salary inequities which existed and was
not necessarily predicated upon meritorious service. Motion seconded by
Mr. Stephens and carried.
6. Mr. Stephens moved that the recommendation with regard to Emergency Pay
Procedure as outlined by the Director be approved. Seconded by Mr. Schardt
and motion carried.
7. Director reported on status of Classification and Pay Survey by George cody
and Associates. He stated that after report is received it will be submitted
to the Board Members.

Mary Drew, CEA President, stated chat the City Manager had said that the three
organizations would receive a copy of the Survey' before its final acceptance.
9. Director passed out sheet listing reconunendations on proposed dlanges in '..
Minimum Requirements for the Classifications of Police Patrolman and Firefighter.
He 'asked that the Board study the recommendations so that they could be adopted
at a future Board meeting subject to the City Manager's concurrence~
10. . Director passed out copies of Departulental Budget Request for 1973-74. He asked
that the Board review and mail back a copy noting their approval or changes.

11. Mr. Schardt moved that Sanitation personnel be given an increase of 25~ per
hour effective June 18, 1973 provided, however. that the 25~ per hour is to
~e included Within any recommendation submitted by the Consultant. Seconded
by Mr. Stephens for discussion purposes. After discussion, motion carried
unanimously.
12. Mr. Stephens moved that the Board ratify the action of the Director in approving
the following transfers:
Nancy R. Meister, Clerk-Typist I, Municipal Court to Police Department
Marjorie Erwin, Account Clerk I, Utilities Department to Finance Department
Margaret Faw, Clerk-Typist I, Parks & Rec. Dept. to Bldg. Maintenance Division
Motion seconded by Mr. Schardt and carried.
13. Mr. Schardt moved that the Board ratify the Director's action in approving
. the extension of Emergency Appointment of John Watts, Electrician-Lineman I.
Seconded by Mr. Blackstone and motion carried.
14. Mr. Schardt moved that Curtis McCoy, Deputy Community Relations coordinator
be place~ inStep 1 1/2 of that Classification. Seconded by Mr. Blackstone.
Motion carried.
Mr. Blackstone moved that the Director be authorized to have the Legal Department
draw up an' appropriate Resolution expressing the Board1s regret of the death of
'Armand Falzone, member of the Civil Service Board. Seconded by Mr. Stephens and
motion carried.
. Parkette Sara Wiggins asked to be placed on the Agenda for the June meeting.
Director advised her"that it would be necessary for her to write a letter making
this ,request.
