The Clearwater Civil Service Bonrd met in regular seas ion on Monday evening,
November 13, 1972 in the City Conunission Chambers at City UnI1.
Members present: Armand J. Falzone, William A. Ramsey, Arlie Schardt and

Chairman Falzone called meeting to order.
Mr. Schardt moved the minutes of the meeting of October 10, 1972 meetin~ be
approved. Seconded by :Hr. Stephens. Notion carried.
Director reported on certifications and appointments.
Director reported on assembled examinations conducted.
Director reported on lay-offs, suspensions and dismissals. No Board action

Division. Utilities Department be accepted. Seconded by Mr. Schardt. Motion carried.
Director passed out letter to Civil Service Board members regarding a classification
and salary survey on all civil service positions in the city. This survey will be
conducted by George F. Cody & Associates of Lakeland, Florida, at a cost of $7,000.
Their written proposal has been accepted by the City Manager and City Commission.
Miss Drew, President of City Employees' Association expressed her thanks on behalf
of the employees for this survey.
1. Mr. David 'Darling spoke on behalf of the Building Maintenance Division employees
regarding recent salary increases. These employees feel that the work performed
by Maintenance Tradesworkers should rate a higher classification since they do
cabinet making and other trades work requiring a high degree of proficiency
and skill. All of the Tradesworker positions require a variety of skills, i. e.
carpentry, masonry, painting, etc., and the Building Maintenance Division is
involved in building construction as well as building maintenance activties.
Mr. Battle, City Engineer spoke in behalf of the Building Maintenance Division
employees stating he felt all of the men were superior craftsmen.
Director explained that the Personnel Office had conducted a salary survey
prior to recomnending the recent salary increases and that increases given
were pased on comparable salary data from other employers as well as on
faators such as our recruitment and retention problems. He expressed to the
Board the opinion that special consideration not be given to an immediate
upgrading of the Tradesworker positions as the City has now employed Mr. Cody's
firm to conduct both a classification and pay survey and this firm should
submit a total recommendation rather than individual recommendations on specific
classes.
Mr. Weimer told the employees of the Building Maintenance Division and the Board
that the consultant would be asked to utilize a composite of trades salaries
in the salary comparisons for these positions and that if the consultant finds
that there is a significant error in the salaries of this division, a recommenda-
tion would ,be made to correct such error before the end of the total classifica-
tion and salary survey. Mr. Stephens recommended that Mr. Weimer discuss this
with the City Manager. ThE consultant would decide whether the salary discrepancy,
if any, is more than a normal error.
Mr. Schardt moved that a written expression be made to the City Manager as to the
nature of the Maintenance Division as we had conceived of it and how through
years of experience changes in the way of additions to craftsmanship have been
added and that some consideration be given, therefore, to the narrOWing of the
so~called discrepancy in the pay scale. If, in accordance with ~lr. Weimerts
suggestion, the consultant determines that a significant error in salary exists,
a recommendation will be made to correct this error before the salary survey is
concluded. Seconded by Mr. Stephens and motion carried.

accordance with Civil Service Rule 13, Section 9. ~Iotion seconded by

Mr. Ramsey moved that the Board approve the placement of Francis Gaspe1in,
Electrical Inspector I in Step 8 of Range 57 in conjunction with promoti,on to
Electrical Inspector II, Building Department. Seconded by Mr. Stephens and
motion carried.

Director passed out letter to Board members from Mary Drew, CEA President, thanking
the Board for consideration shown the employees attending the October 9th meeting.
Director advised the Board that Mr. Duane Zussy had been appointed to fill the
position of Assistant City Manager in charge of Community Affairs.
Mr. Schardt moved that the Board approve request to place Curtis McCoy, Field
Representative in the Community Relatipns Office in Step I 1/2 (Range 57) of this
classification. Seconded by Mr. Stephens. Motion carried.

This is for information and review by Board members and is also to be presented to
the City' Manager. Mr. Weimer said 'that this is part of n rather comprehensive
program that will be coming to the Board and City Manager for which it is hoped
to obtain Federal IPA funds as "seeding" money. The ,city would like to get into
the area ,of helping the low paid employees, many of whom can barely write their
'names. They will become better employees and better able to help themselves
financially.
Director passed out copy of letter from IRS in Washington which stated that the.
'state mandated $25.00 increase for Police Officers could not be excluded from the
5.5'rv.general wage standard. '.
