Members present: Armand J. Falzone, William A. Ramsey, Arlie Schardt and Cliff Stephens Visitors: Gerald Weimer, Asst. city Manager and City Employees' Association Delegation Chairman Falzone called meeting to order. Mr. Stephens moved that the meeting adjourn seating would be available for all present. carried. . to the City Hall Auditorium in order that Seconded by Mr. Ramsey and motion Mr. Stephens moved that the Board deviate from the printed Agenda and take up the ,matter of discussion for which the city employees had come in order that they would not have to sit through the routine agenda. Seconded by Mr. Ramsey. Motion carried. Chairman Falzone called on Mary Drew, President of the Employees' Association. She read a letter from the Employee's Association expressing dissatisfaction with the recent 4% cost of living increase, stating Borne employees received as high as 17% increase and others only 4%. Another objection was the ~25.00 monthly adjustment for Police Officers being counted against the 5.5% maximum permissible 'general wage standard. In this letter they also asked for a salary survey to be done by an au ts ide firm. WeSley Brettel, Chairman of the Civil Service Committee of the Employees' Association read a cost analysis he had done and stat~d that the Employees' Association does not feel that the Consumer Price Index reflects a fair cost of living increase for the Clearwater area. Director explained to the delegation that the increases up to 17% given to certain classifications merely brought them up to a minimum wage of $2.20 per hour and that in some other classifications it was necessary to give substantial increases to be competitive in recruiting employees.' Miss Drew stated that she had called Jacksonville IRS office and they stated that the monthly adjustment for Police Officers could have been excluded from the allowable 5.5% had a letter of request for exception been written to IRS. Director stated he and Mr. Weimer had just returned from washington where they attended a Workshop on the Economic Stabilization Program and they were told that the $25.00 , state mandated amount could not be excluded from the 5.5% general wage standard. " Mr. Ramsey moved that the Board: 1~ Request management to have a job survey made by an outside firm on all positions in the City's Pay Plan and a copy of the job survey sent to the Civil Service Board for their study and recommendation.
