Proceedings of Civil Service Board meeting held September 11, 1972.
The Clearwater Civil Service Board met in regular session Monday evening,
September 11, 1972 in the Civil Service Office at City Hall.'

Mr. Ramsey moved the minutes of the meeting or August 14, 1972 be approved. Seconded
by Mr. Stephens. Motion carried.
Director reported on certifications and appointments.
Director reported on assembled examinations conducted.
Director reported on lay-offs, suspensions and dislnissals. No Board action
necessary.

1. Mr. Stephens moved that the Board ratify Director's action in approving extensions
of , Emergency Appointments of Dale Rowland, Distribution Serviceman I, Gas Division,
Utilities Department, Douglas Foltz, Recreation Specialist, Parks & Recreation
Department and James Lyle, Electrical Inspector, Building Department. Seconded
by Mr. Ramsey and motion carried.

2. Mr. Blackstone moved that the Board approve request for extension of
Emergency Appointment of Jimmie Waters, Mechanic II, Garage Division,
Public Works Department. Seconded by Mr. Ramsey and motion carried.

3. Mr. Stephens moved that the Board approve request for extension of Emergency
Appointment of Mary Dixon, Clerk-Typist I, Sanitation Division, Utilities
Department. Seconded by Mr. Blackstone. Motion carried.
4. }~. Stephens moved that the Board approve request from Thomas D. Hinton, former
Toll Attendant, Marine Division, to withdraw his resignation and be placed on
the re-employment list for toll Attendant. Seconded by Mr. Ramsey and motion
carried.
5. The Civil Service Board had a lengthy discussion of the 1972-73 Pay Plan incorpora.
ting a 4% cost of living increase. They felt that 4% was a low figure for the
Clearwater area. Mr. Weimer and the Director explained to the BORrd how this
figure was reached. After further discussion, Mr. Blackstone moved the Board
approve final adoption of liThe Pay Plan - City of Clearwater - Fiscal Year
1972-73,11 incorporating a four per cent (4%) cost of living increase for all
classified service positions and additional increases as outlined in the
Director's memo of September 7, 1972. Seconded by Mr. Ramsey and motion carried

Director told Board members 'that the written portion of the examination for Police
Sergeant had been held and 41 Patrolmen passed. No date has been set for the oral
examination but Board will be advised.
,Mr. Blackstone moved that the Director and his Assistant be 'given an ll~% increase,
, representing 1%% merit and 4% cost of living. Seconded by Mr. Stephens. Motion
carried.
Mr. Blackstone moved the meeting be adjourned.
