Proceedings of Civil Service Board meeting held January 10, 1972.
The Clearwater Civil Service Board-met in regular session Monday evening,
January 10, 1972 in the Civil Service office at City Hall.
Members present: Armand J. Falzone, William A. Ramsey, Cal Blackstone
and Arlie Schardt
Director called meeting to order and asked that the Board select a Chairman for the
year 1972. Mr. Blackstone moved and Mr. Schardt seconded the motion that

Mr. Ramsey* moved the minutes of the meeting of December 13, 1971 be accepted as
I written. Seconded by Mr. Schardt. Motion carried.

Director reported on certifications and appointments.

Director reported on lay-offs, suspensions and dismissals. No Board action necessary.
Mr. Blackstone moved that the resignations of Michael S. Tomalesky, Draftsman I,

following additional new positions:
1 - Clerk-Typist I, Range 29, Salary $164 bi-weekly in the Purchasing Division
1 - Stores Clerk, Range 34, Salary $186 bi-weekly in the Purchasing Division
I - Clerk-Typist I, Range.29, Salary $164 bi.-weekly in the Civil Service
Department
1 - Fire Lieutenant, Range 54, Salary $302 bi-weekly in the Fire Department
' 7 - Firefighters, Range 48, Salary $261 bi-weekly in the Tire Department
1 - Secretary II, Range 35, Salary $191 bi-weekly in the Library Department

2 - Distribution Serviceman I, Range 34, Salary $186 bi-weekly in the Gas Division
1 - Meter Repairman II, Range 43, Salary $231 bi-weekly in the Service Division
1 - Recreation Assistant (PPT) Salary $1.81 p.h. in the Parks & Recreation ]Dept.
Motion seconded by Mr. Schardt and carried.
2. Mr. Schardt moved that the Board ratify Director's action in approving the
following temporary positions:
2 - Laborers, Mange 31, Salary $173 hi-weekly in the Traffic Engineering Dept.
2 - Instrument Man, Range 41, Salary $220'bi-weekly in the Engineering Division
1 - Party Chief, Range 47, Salary $254 bi-weekly in the Engineering Division
Seconded by Mr. Ramsey and motion carried.
3. Mr. Schardt moved that the Board approve request from City Manager to establish
a new classification of Zoning Enforcement Officer, Range 48, Salary $261 bi-
weekly in the Building Department. Seconded by Mr. Blackstone. Motion carried.
4. Mr. Blackstone moved that the Board ratify Director's action in approving.
extension of Emergency Appointment of William G. Leedom, Communications Clerk 1,
for an additional 60 days. Seconded by Mr. Schardt. Motion carried.
5. Mr. Blackstone moved that the Board approve request from Police Chief
Frank Daniels to reinstate Robert Frederiksen, Police Patrolman, who has been
on leave of absence to attend college. Seconded by Mr. Schardt. Motion carried.
6. Mr. Ramsey moved that the Board approve request from Police Cadet Thomas R. Walker
to terminate Military Leave of Absence and return to work on January 17, 1972.
Seconded by Mr. Blackstone and motion carried.
7. Mr. Blackstone moved the Board approve request of Public Service Director to
extend emergency appointment of William Amick, Heavy Equipment Operator.
Seconded by Mr. Schardt and motion carried.
8. Mr. Blackstone moved the Board approve City Manager's request to establish a
new classification of Industrial Nurse, Range 55, Salary $310 bi-weekly iu the
Central Services Department. Seconded by Mr. Ramsey. Piotion carried. It was f:
the opinion of the Board members that a written examination should be given for
this position as is done in all other Civil Service classified positions.
9. After a lengthy discussion, Mr. Schardt moved that the Board approve request
of City Manager to establish a new classification of Landscape Architect,
Range 61, Salary $358 bi-weekly in the Parks & Recreation Department. Seconded
by Mr. Ramsey and motion carried.
Director passed out copies of the Sunshine Law to Board members.
Mr. Schardt brought up matter of reinstating the position of Assistant Fire
Chief. Director stated that Chief Pitts had planned to discuss this matter
with the City Manager. Board members also felt that the matter of Assistant
Civil Service. Board meeting January 10, 1972.'
Police Chief should be discussed with Chief Daniels.
Mr, Blackstone moved the meeting be adjourned. Seconded by Mr. Ramsey." Motion
