Nernbers present: Annand J. Falzone, William A. Ramsey, Arlie Schardt and Clifton Stephens. Visitors~ Mr. Frank Daniels, Chief of Police, Mrs. Connie Marquardt and Miss Rosalie Day, League of Women Voters. Chairman Falzone called meeting to order. Mr. Schardt moved the minutes of the meeting of October 11, 1971 be approved. Seconded by Mr. Stephens and motion carried. Director reported on certifications and appointments. ~:". Director reported on assembled examinations conducted. ~;~ : ~~ .' . Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr. Stephens moved that the Board approve City Manager's request to establish a new classification of Asst. Gas Superintendent, Range 60, Salary $330 bi- weekly in the Gas Division of the Utilities Department. Seconded by Mr. Ramsey and motion carried. The Director was instructed to advise the City Manager that the Board is concerned with the minimum qualifications ~ established for this responsible position and 'to urge him to pay particular concern to the administrative experience and background of applicants in his selection process. , j , 1': i ' i . !' .~., . 5. Seconded ~y,Mr. Schardt. ~lotion carried. 8. 'MX'~,Ramsey moved that the, Board approve Resolution adopting new Pay Plan providing a 6% cost of living increase and additional increments for twenty-one (21) job classes based on salary survey data so that it ,~ill be 'ready at such time as the President's Wage Freeze is withdrawn. Seconded , by Mr. Schardt and motion carried. Mr.: Stephens moved that the changes in various job descriptions recounnended by the Personnel Director in his memo to the City Manager dated July 29, 1971 be approved. Seconded by Mr. Ramsey and'motion carried. Director passed out information on the turn-over rate of employees with the City of Clearwater and material 'from the Administrative Management Society on turn- over rates. Hr.
