The Clearwater Civil Service noard met in regular BeBsion Monday evening, September 13, 1971 in the Civil Service Office at City Hall. Members present: Armand J. Falzone, Cal Dlackstonc, William A. Ramsey and Arlie Schardt. Visitors: Mrs. James E. Bowen and Mrs. L. M. Clark, League of Women Voters, and Mr. Gerald Weimer, Assistant City Hanllger Chairman Falzone called meeting to order. Mr. Blackstone moved that the minutes of the meeting of August 9, 1971 be approved. Seconded by Mr. Schardt. Motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr. Blackstone moved that the resignations of Margaret A. Phillips, Clerk-Typist I, Building Department, Geraldine M. O'Connor, Secretary I, Building Department, Marvin J. Mr. Blackstone moved that the Board ratify the Director's action in approving military leave of absence for Police Cadet Thomas R. Walker, Police Department, for a period of one year beginning August 28, 1971. Seconded by Mr. Ramsey. Motion carried. 2. Mr. Schardt moved that the Board ratify the Director's actlon in approving the establishment of one position of Automated Data Processing Trainee, Range 36, V Salary $184 bi-weekly in the Data processing Division, Finance Department. Seconded by Mr. Ramsey and motion ca~ried. 3. Mr. Schardt moved that the Board ratify the Director's action in approving the establishment of one additional position of Pblice Patrolman, Range 50~ Salary $258 bi-weekly. (This Patrolman to be assigned to the Marina.) Seconded hy Mr. Blackstone and motion carried. 4. Mr. Schardt moved that the Board approve request from Edward L. Wyman, Electrician~ Lineman 1, Traffic Engineering Department, to return from Leave of Absence and request from Mr. Wyman for a voluntary demotion from Electrician-Lineman I, Range 37, Salary $189 hi-weekly to Bridge Operator, Range 23, Salary $134 bi-weekly. Seconded by Mr. Ramsey and motion carried. 5. Mr. Blackstone moved that the Board approve transfer of Charles M. Grimes, Equipment Operator, Incinerator Division, Utilities Department to Nechanic I, Garage Division, Public Works Department. Seconded by Mr. Schardt. Motion carried. 6. Mr. Blackstone moved that the Board approve the placement of Elliott Hardaway, Library Director in Step 8 of Range 72, $625 bi-weekly, in accordance with provisions of the Executive' Section of the Pay Plan. Seconded by Mr. Ramsey and motion carried. 7~ Mr. Ramsey moved that the Board approve City Manageris request to establish one additional position of Fire Captain, Range 59, Salary $322 bi-weekly in the Fire Department. Seconded by Mr. Schardt and motion carried. Director reported to Board that City Manager had appointed a new Community . Relations Coordinator, Richard A. Young. 8. 'Mr. Blackstone moved that the Board approve City Hanager~s request to establish .. a'new classification of Field Representative, Range 57, Salary $307 bi-weekly in the Community Relations Divlsion.
