Members present: Armand J. Falzone, Ca1 Blackstone, William A. RamseYt Arlie Schardt and Clifton Stephens ... Guests: Mrs. Rosalie Day and Mrs. Connie Harquardtt League of Women Voters, Chief Walter Manning and Firefighter Walter Duncan, Fire Department and Gerald D. Weimert Assistant City Manager Chairman Falzone called meeting to order. Mr. Stephens moved the minutes of the meeting of February 8, 1971 be approved. Seconded by Mr. Schardt. ~wtion carried. Director repo~ted on certifications and appointments. Director reported on assembled examinations conducted. Dir~ctor reported on lay-offs, suspensions and dismissals. No Board action necessa~. Mr. Blackstone moved that the resignations of Jeanne curran, Clerk-Typist I, Building Department, Willie L. Cooper, Janitor, Central Services Departmentt John A. Blakeley, Fire Alarm Superintendent, Fire. Department, Michael Gehring, Janitort Parks & Recreation Department, Douglas Glenn, Richard Kern and Dennis Thompson, Laborers, Parks & Recreation Department, Mary Gough, Clerk-Typist I, Planning Departmentt Ovedia J. David, Recreation Assistant, Parks & Recreation Department, Lloyd E. Andersont Thomas C. Childs and James H. Jones, Police Patrolmen, Police Department, Charles W. Newboldt Identification Technician, Police Departmentt Georgette M. HcFarland, Clerk-Typist I, Utilities Department, Norman Hamilton and James E. Duncant President, Local 1158, Clearwater Firefighters, presented the Local's position with respect to lowered in-grade promotional requirements. He stated that while favoring the changes for higher level classes in the fire service, a Firefighter is not ready for command as a Fire Lieutenant with only two years experience and that this in-grade requirement should be increased. , l I ! I Fire Chief Walter Manning indicated that he felt the two year requirement was satisfactory. \ A moti'on was made by Hr. "~ ~ '. to'" :,:'"J, Civil Service Board meeting March 8, 1971 on January 11, 1971, which lowered the in-grade experience requirement from four years to two years for promotion to the ranks of Fire Lieutenant and Police Sergeant. The motion was seconded by Mr. Schardt. After a lengthy discussion during which various Board Members expressed their position on this matter, Mr. Schardt withdrew his second and motion died. Mr. Schardt moved that the Board ratify the Director's action in approving the establishment of one position of Mechanic I, Range 35, Salary $180 bi-weekly in the Incinerator Division of the Utilities Department. Seconded by Mr. Ramsey. Mr. Blackstone moved that the Board approve Director's action in establishing one position of Foreman I, Range 40, Salary $203 bi-weekly in the Parks & Recreation Department. Seconded by Mr. Ramsey. Seconded by Mr. Schardt and motion carried. 7. ! ' Mr. Blackstone moved that the Board approve request from William Raible, Garage' Superintendent to extend emergency appointment of Alice Shoults, Emergency Clerk-typist II in the Ga~age Division for thirty days. Seconded by Mr. Ramsey and motion carried. Mr. Schardt moved, Mr. Ramsey seconded and motion carried to approve City . Manager's request to establish a'new classification of Electrical Superintendent, vi Range 57, Salary $307 hi-weekly in the Electrical Division of the Traffic Engineering Department and abolish classification of Electrical Director, Range 66, $382 bi-weekly. .9. ~~. Blackstone moved that the transfer appointments of Joyce Pandimos, Clerk- Typist I, Gas Division to Clerk-Typist I, Customer Accounts Division, Utilities Depart~ent and Julia, Stevenson, Clerk-Typist I, City Manager Department to Clerk-Typist !, Gas Division, Utilities Department be approved.
