The Clearwater Civil Service Board met in regular session Monday evening, January 11, 1971 in the Civil Service office at City Hall. Members present: Armand J. Falzone, Cal lllackstonet William A. Ramsey, Arlie Schardt and Clifton Stephens Guests: Mrs. Russell E. Hart and Mrs. Noel Vester, League of Women Voters) Chief Walter Manning, Fire Department, Chief Frank Daniels, Police Department and Gerald B. Weimer, Asst. City Manager Chairman Falzone called meeting to order. Mr. Blackstone moved that the minutes of the meeting of December 14, 1971 be appr.oved as amended. Seconded by Mr. Stephens. Motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr. Blackstone moved that the resignations of Rosina J. Geng, Secretary I, Building Department, A~brey W. Ort) Electrical Director, Traffic Engineering Department, Stephen R. Lothes and Israel Hunter, Laborers, Parks & Recreation Department, Rodney Badgett, Recreation Assistant, Parks & Recreation Department, Marilyn J. Sparks, Clerk-Typist I, Police Departmentt Joseph L. Campbell, Equipment Operator, Incinera.tor Division, Utilities Department, Gary Graham, Laborer, Incinerator Division, Utilities Department, Anthony J. Wilhelmi) Equipment Operator, Incinerator Divisi~n, Utilities Department, Clifford Crawford, Joe Triplett, Jeffie Gilbe~t, Raymond Fleming, Tommy Anderson, Christian Pugh, Earl Ferrand, John W. Dykes, and.Horace Gardner, Sanitation Workers, Sanitation Division, Utilities Department, Dean Baxter, Meter Readert Utilities Departmentt Stephen L. Hopper, Laborer, Water Division, Utilities Department t Patriclc Schaefer, Police Patrolman, Police Department, and Robert Cox, Sanitation Worker, Sanitation Division, Utilities Department be accepted. Seconded by Mr. Schardt. Motion carried. 1. Mr. Ramsey moved that the Board approve request for extension of emergency appointment of R~lon Prather, Incinerator Attendant, Incinerator Division, Utilities Department. Seconded by Mr. Stephens. Motion carried. " 2. Mr. Schardt moved that the Board approve City Manager's request to establish a new classification of Commercial Office Supervisor, Range 56, Salary $307 bi-weekly in the Utility Accounts Division) Utilities Department with an initial complement of one position therein. Seconded by Mr. Ramsey. Motion , carried. \,../ 3. Mr. Stephens moved that the Board approve City Managerls request to establish a new classification of Welder I, Range 4lt Salary $208 bi-weekly in the Gas - 2 - Civil Service Board meeting J nnuary' 1.1, 197' Division of the Utilities Department with an initial complement of one position therein. Seconded by Nr. Blackstone and motion carried. 4. .' Mr.'Ramsey moved that the City Manager's request to establish a new classifi- cation of Dockmaster, Range 44, Salary $223 bi-weekly in the Marine Division) Parks & Recreation Department be deferred and tabled for next month's meeting. Director is to ask Harbormaster to attend this meeting. Seconded by Mr. Stephens. Motion carried. \ 5. Mr. Schardt moved that the Board ratify the Director's action in approving the abolishment of one position of Draftsman I, Engineering Division) Public Works Department. Seconded by Mr. Ramsey and motion carried. 6. Mr. II Schardt moved that the Board ratify the Director's action in approving the establishment of the following additional positions. 2 - positions of Laborer, Range 31, Salary $163 bi-weekly in the Parks & Recreation Department. 1 position of Maid, (PT)) Salary $1.40 per hour, in the Community Centers 'Division, Parks & Recreation Department. 1 - position of Equipment Operator, Range 35, Salary $180 bi-weekly in the Lift Stations Division, Public Service Department. Motion seconded by Mr. Stephens and carried. After a lengthy discussion, Mr. Schardt moved that the present requirement for promotional examination to Sergeant be changed from 4 years as Patrolman to 2 years experience as Patrolman. Seconded by Mr. Ramsey and motion carried with Mr. Stephens voting Hno". Mr. Stephens Bsked that his reason be shown in the minutes as follm<1B ~ HI have the greatest respect for the two ChiefS, but I don't think there is any substitute for experience Bnd 1 think that it takes time to gain experience to the extent where a man ia mature enough to assume command of other people and train them and direct them under periods of duress and emergency~ In Chief ' Daniel's case where he has ,a shortage now, I would prefer to make a special exception and approve one, two or three of these people because I can see down the road five or six years where lowering this requirement could lead to Borne real serious problems in the event we should get some people in these command positions who are not ready for them because of lack of job experience. For that reason, I vote "no". Mr. Blackstone moved that the present requirement for promotional examination to Fire Lieutenant from Firefighter be changed from 4 years experience to 2 years experience. Seconded by Mr. Ramsey~ Motion carried with Mr. Stephens voting "nou. ';. Mr. Blackstone moved that the in-grade requirements for promotion to all positions above the rank of, Police Sergeant and Fire Lieutenant in the Police and Fire Departments be changed to 1 1/2 years in each lower rank. Tho vncnt10n will be figured this way ,so that it will conform with the vacation of employoQs on the regular 8 hour day schedule.
