Members present: Armand J. Falzone, Cal Blackstone, Clifton Stephens and William Ramsey. Guests: Mrs.Connie Marquardt, League of Women Voters, Mr. Arlie Schardt, Secretary, CarIoue! Garden Association, Stewart Holmes, City Employees' Association and Mr. Gerald Weimer, Assistant City Nanager. Chairman Falzone called meeting to order. Mr. Ramsey moved that the minutes of the meeting of October 12, 1970 be accepted as written. Seconded by Mr. Stephens. Motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Range 35. Salary $180 hi-weekly in the Water Pollution Control Division of the Utilities Department 1 - position of Clerk-Typist II, Range 34, Salary $175 bi-weekly in the Finance Department I - position of Clerk-Typist I, Range 29,. Salary $155 bi-weekly in the Police Department 1 - position of Clerk-Typist II, Range 34, Salary $175 bi-weekly in the Police Department 1 - position of Maintenance Tradesworker I, Range 38, Salary $193 bi-weekly in the . Bldg. Maintenance Division of the Public Works Department Motion was seconded by Mr. Stephens and it carried. '2. Mr. Stephens moved that the Board ratify the Director's action in approving the establishment of three additional positions of Janitor (PPT) Range 28, Salary $151 bi-weekly in the Central Services Department and abolishment of three positions of Janitor (PPT) in the Library Department. Seconded by Mr. Ramsey. Motion carried. 3. Mr. Blackstone moved that the request for a second six months extension of the mandatory retirement date of Raymond Perry, Laborer, Parks & Recreation Department be approved. Seconded by Mr. Stephens and motion carried. 4. Mr. Ramsey moved that the Board approve recommendation of Director to advance Groundakeepers George Tucker, James Johnson and Jimmy Franklin one step in their pay range to correct an inequity created by the October 1, 1969 pay increase. Seconded by Mr. Stephens. Motion carried. 5. }~. Blackstone moved that the Board ratify the Director's action in establishing an additional position of Janitor, Range 28, Salary $151 hi-weekly in the Central Services Department snd abolishing one position of Janitor, Range 28, in the Library Department. Seconded by Mr. Ramsey and motion car~ied. Mr. Blackstone moved that no waiver could be made in the case of Robert Daniel, Gas Distribution Superintendent who is on advance sick leave retirement, to enable him to use his full'nIDount of sick leave by withdrawing his resignation. Seconded by Mr. Stephens and motion carried. Director told Board members he had received memos from Chief Daniels and Chief Manning ,recommending a change in the in-grade requirements for promotion of police apd fire officers. Motion was made by Mr. Blackstone and seconded by Mr. Stephens that this matter be tabled until the next meeting.
