J Proceedings of Civil Service Board meeting held October ,12, 1970. # The Clearwater Civil Service Board met in regularsesaion Monday evening, October 12, 1970 in the Civil Service office at City Hall. Members present: Armand J. Falzone, Clifton Stephens and William A. Ramsey. Guests: Mrs. James Bowen, League of Women Voters~ Mrs. Frances Ritchey>> Mr. Stewart Holmes, City Employees Association and Mr. Bud Parmer, Administrative Assistant to City Manager. Chairman Falzone called meeting to order. Mr. Ramsey moved that the minutes of the meeting of September 14, 1970 be accepted as written. Seconded by Mr. Stephens and motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr. Stephens moved that the Board approve City Manager's request to establish two additional positions of Fire Captain, Range 59, Salary $322~ one in the Fire Stations Division and one in the General Division of the Fire Depart- ment and to abolish the classification of Assistant Fire Chief. Mr. Ramsey moved that the Board ratify the Director's action in approving the establishment of one additional position of Mechanic It Range 35. Salary $180 bi-week1y in the Garage Division of the Public Works Department. Seconded by Mr. Stephens. Motion carried. 5. Mr. Ramsey moved. Mr. Stephens seconded the motion and motion carried that the Board ratify the Director's action in approving the establishment of one additional position of Clerk-Typist I, Range 29, Salary $155 bi-weekly in the Gas Division~ Utilities Department and the abolition of one position of Clerk-Typist III, Range 40, Salary $203 bi-weekly. 6. ' Hr. Stephens moved that the Board ratify the Director's action in approving the establishment of one additional position of Recreation Leader (PPT), Salary $2.07 per hour, in the Parks & Recreation Department and the abolition of one position of Recreation Assistant (PPT), Salary $1.71 per hour. Seconded by Mr. Ramsey and motion carried. 7. Mr. Ramsey moved that the Board approve Director's request for formal adoption of liThe Pay Plan - City of Clearwater, October 1, 1970" based on a Wage & Salary Survey Report prepared by the Personnel Offi.ce and approved by the City Manager. Seconded by Mr. Stephens and ~otion carried. 8. Mr. 'Stephens moved that the Board ratify the Director's action in approving six months leave of absence for Robert Noonan, Service Division, Utilities Deparbnent. Seconded by Mr. Ramsey and motion carried. 9. Mr. Stephens moved that the Board approve City Manager's request to place Keith Crawford" new Traffic Engineer, at Step 4~ Range 73, $527 bi-weekly in accordance with provisions of the Executive Section of the Pay Plan. Seconded by Mr. Ramsey. Motion carried. 10. Mr. Stephens moved that the Board approve request for the establishment of a new classification of Accounts Field Supervisor, Range 49, Salary $252 bi-weekly in the Utilities. Department. Seconded by Mr. Ramsey. Motion carried. 11., Mr. Stephens moved that the Board ratify the Director's action in approving the transfer of David Carlson, Laborer, Parks & Recreation Department to Laborer, Water Division, Utilities Department. Seconded by Mr. Ramsey. Motion carried. 12. Mr. Ramsey moved that the matter of Sick Leave for Bob Daniels, Gas Distri- bution Superintendent (retired) be tabled again until there is a full Board in attendance. Seconded by Mr. Stephens. Motion carried. Director discussed with Board members the present status of the Charles Harrell CAse. At this time it docs not require any Board Bction and will be handled'by the City's legal department. Mr. Stephens moved that Jeff Harper, Asst. to Personnel Director be given a , salary increase (5% cost of living and merit increase) from $277 bi-weekly to $314 bi-weekly. Seconded by Mr. Ramsey and motion carried. Mr. Stephens moved that Mike Laursen, Personnel Director be given a salary increase (5% cost of living and merit increase) from $380 hi-weekly to $434 hi-weekly. Seconded by Mr. Ramsey and motion carried. 'Director reminded the Board that Mr. McFarland's term on the Board would expire on November 29.
