Proceedings of Civil Service Board meeting held September 14, 1970.
The Clearwater Civil Service Board met in regular session Monday evening,
September 14, 1970 in the Civil Service office at City Hall.
Members present: Armand J. Falzone, Cai Blackstone and William A. Ramsey.
Chairman Falzone called meeting to order.
Mr. Blackstone moved that the minutes of the meeting of August 10, 1970, be
approved as submitted. Seconded by Mr. Ramsey and motion carried.
Director reported on certifications and appointments.
Director reported on assembled examinations conducted.
Director reported on lay~offs, suspensions and dismissals. No Board action
necessary.

Civil Service Board meeting
September 14, 1970
1. Mr. Hwusey moved that the Board approve extension of Leave of Absence for
Donald E. SamuelB~ Police Patrolman from September 9~ 1970 to January 1, 1971
in order to allow him to complete requirements for his baccalaureate degree.
Seconded by Mr. Blackstone and motion carried.
2. Mr. Blackstone moved that the Board ratify the Director's nction in extending
the Emergency Appointment of Cynthia Frey, Clerk-Typist I, Utilities
Department. Seconded by Mr. Ramsey. Motion carried.
3. Mr. Blackstone moved that the Board ratify the Director's action in approving
the establislunent of one (1) additional position of Janitor (Part Time),
Range 26, Salary $144 bi-weekly in the Marine Divinion of the Parks &
Recreation Department. Seconded by Mr. Ramsey and motion carried.
4. Mr. Ramsey moved that the Board ratify the Director's action in approving
the establishment of one (1) additional position of Clerk-Typist I (PPT) ,
Range 27, Su1ary $148 'bi-weekly'in the Personnel Department. Seconded by
Mr. Blackstone and motion carried.
5. Mr. Blackstone moved that the Board ratify the Director's action in a~proving
the establishment of one additional position of Clerk-Typist I (Temp. Part
Time) Range 27, Salary $148 bi-weekly in the Utilities Accounts Division
of the Utilities Department. Seconded by Mr. Ramsey. Motion carried.
6. It was moved by Mr. Ramsey, seconded by Mr. Blackstone and motion carried that
Cecil M. Henderson, Jr., Assistant City Engineer be placed in Step 4 of
Range 72 ($514 bi-weekly) in accordance with provisions of the Executive
Section of the Pay Plan.

7. After an explanation from Mr. Taylor, Utilities Director as to the reason
for placing Bobby Garretson in Step 2 of Range ,60 ($346 bi-week1y) , it was
moved by ~~. Blackstone, seconded by Mr. Ramsey and motion carried that
Mr. Garretson, Water Superintendent be placed in this step in accordance
,with the Executive Section of the Pay Plan.
8. Mr. Blackstone moved that the Soard approve Director's recommendation for
revision of the Library Director classification to require a fifth year
degree awarded by an accredited library school and to increase the salary
range from Range 64, $364 bi~weekly to Range 70, $422 bi-weekly effective
upon the employment of a new Library Director. Seconded by Mr. Ramsey.
Motion carried.
Director informed the Board that Milton Rooks, Community Relations Coordinator
had resigned for the second time.
Director discussed the matter of sick leave for Bob Daniels, Gas Distribution
Superintendent who has just retired from the Gas Division. It was felt by the

Board members that this matter should be tabled until there was a full Board
in attendance.

Director passed out Wage and Salary Survey information to the Board members. He
said that the City Commission and City Manager had already approved a 5% increase
for all employees and that after Board Membe.rs had studied the survey, he would ,
ask for official approval at the next meeting.
Director passed out salary information on his Assistant, Jeff Harper, asking that
he be given a co~t of living salary increase which is being given to all city
employees and also a merit increase. ' Board members asked that this matter be
tabled until a full Board is in attendance.
