Proceedings of Civil'Service Board meeting held July 13, 1970.

The Clearwater Civil Service Board met in regular session Monday evening,
July 13, 1970 in the Civil Service office at City Hall.
Members present: Armand J. 'Falzone, Donald O. McFarland, Cal Blackstone,
A. Clifton Stephens and William A. Ramsey.
Guests: Mr.. Gerald Weimer, Assistant City Manager, Mr. Vince Finn,
City Employees' Association and Mr. Arlie Schardt, Carlouel
Garden Association.
Chairman Falzone called meeting to order.
Mr. Blackstone moved that the minutes of the meeting of June 8, 1970 be approved
as submitted. Seconded by Mr. Stephens and motion carried.
Director reported on certifications and appointments.
Director reported on assembled examinations conducted.
Director reported on lay-offs, suspensions and dismissals. No Board action
,necessary.
Mr. McFarland moved that the resignations of Donald L. Thomas, Laborer, Electrical
Department, David J. Harvey, Janitor, Central Services Department, Carl Krebs,
Janitor, Central Services Department, Robert D. Smallwood, Rodman, Engineering
Department, Harold R. Lane, Mechanic I, Garage Division, Public Works Dep~rtment,
William L. Cerka, Equipment Operator, Parks & Recreation Department, Roman E. Wright,
Frank Rayner, Arthur Key and Alvin G. Curtis, Laborers, Parks & Recreation Department,

Mr. McFarland moved that the Board approve City Manager's request to establish
a new classification of Reference Librarian, Range 58, Salary $314 bi-weekly
in the Libraries Department, with an initial complement of one (1) position
therein. Motion was seconded by Mr. Blackstone and carried.

2. Mr. McFarland moved that the Board approve City Manager's request to abolish
one position of Automated Data Processing Trainee in the Data Processing
Division of the Finance Department. Seconded by Mr. Stephens. Motion carried.
3. Mr. Blackstone moved that the Board ratify the Director's action in approving
extension of emergency appointment of Fred Bolton, Electrician-Lineman II,
Electrical Department for an additional sixty (60) days. Seconded by
Mr. Stephens and motion carried.
4. Mr. Stephens moved that the Board ratify the Director's action in approving
the establishment of one additional position of Dock Attendant, (Permanent
Part Time) Range 35, Salary $180 bi-weekly in the Marine Division of the
Parks & Recreation Department ,and the abolition of one position of Maintenance
Tradesworker I in the Marine Division of the Parks & Recreation Department
effective August 15, 1910. Seconded by Mr. Blackstone. Motion carried.
5. ,Mr. Ramsey moved that the Board ratify the Director's action in placing
Paul Rettig, formerly Chief Draftsman at Step 6 of Range 61, Civil Engineer
Classification, in accordance with provisions for administering the Executive
Section of the Pay Plan. Seconded by Mr. Stephens and motion carried.
6. Mr. Stephens moved that the Board ratify the Director's action in approving
Emergency Appointment of Stephen B. Weller, Clerk-Typist III, City Clerk
Department at Step 2 of Range 38, $203 hi-weekly. Seconded by Mr. Blackstone
and motion carried.
'7. ~~. Blackstone moved that the Board approve City Manager's request to establish
a new position of Electronics Technician, Range 45, Salary $229 bi-weekly in
the Electrical Department. Seconded by Mr. Ramsey. Motion carried.
8. Mr. Stephens moved that the Board ratify the Directorts action in approving
extension of Emergency Appointment of Norman Watson, Janitor, Central Services
Department. Seconded by Mr. Blackstone. Motion carried.
9. Director passed out copies of letter from J. B. Satterfield, Attorney at Law,
regarding Charles Harrell, Laborer, Parks & Recreation Department, requesting
that the City decide whether he is able to return to work or is incapable of
returning to work. Background of the situation was explained to Board Members
by Mr. Weimer, Asst. City Manager. Mr. McFarland moved that this letter be
filed in the employee's personnel file until, if, as, and when the Board
receives some specific request for action.
