The Clearwater Civil Service Board met in regular session Monday evening, May'll., 1970 in the Civil Service office at City Hall. Members present; Armand J. Falzone, Cal Blackstone, A. Clifton Stephens and William A. Ramsey. Guests: Mr. Arlie A. Schardt, Secretary, Carlouel Garden Association and Mrs. Rosalie Fitzpatrick, League of Women Voters. }` Chairman Falzone called meeting to order. y Mr. Blackstone moved the minutes of the meeting of April 11, 1970 be accepted. Seconded by Mr. Stephens and motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr, Blackstone moved that the resignations of Willie J. Moore, Electrician- Lineman I, Electrical Department, Donald G. Beachler, Asst, City Engineer, Public Works Department, Timothy B. Devlin, Draftsman 1, Public Works Department, Claude L. Newman, Mechanic I, Garage Division, Public Works Department, Linda Harm, Recreation Assistant, Parks & Recreation Department, Kenneth W. Wa1z, Fire Lieutenant, Fire Department, James C. Bull, Meter Reader I, Utilities Department, Olive V. Johnson, Clerk-Typist 1, Police Department, Marie 'Lucas, Library Assistant I, Libraries Department, Tedd R. Sargent,VfZuis Mercurio, T. H. Bittaker, Laborers, Parks & Recreation Department, James A. Behring, Police Patrolman, Police Department, Ann K. Siebenthaler, Recreation Supervisor I, Parks & Recreation Department, Joseph D.' Mr. Blackstone moved that the City Manager's request for the establishment of one-(l)'additional position of Fire Captain, Range 57, Salary $307 bi-weekly in the fire Stations Division of the Fire Department and the abolition of the classification of Assistant Fire Chief, Range 62, Salary $346 bi-weekly in the Fire Stations Division of the Fire Department .be.tabled until the next meeting at which time the Personnel Director will present further information. Mr. Stevens moved that the Board ratify the Director 's action in approving the establishment of o ne (1) additional position of Fire Lieutenant, Range 52, Salary $271 bi-weekly in the Inspections Division of the Fire Department and the abolition of one ( 1) position of Fire Prevention Inspector, Range 53, n?.y Salary $278 bi-weekly in the Inspections Division of the Fire Department. • Motion seconded by Mr. Ramsey and carried. 3. Mr. Stevens moved that the Board approve the request for an extension of the mandatory retirement date in the case of Mr. Raymond Perry, Laborer, Parka & Recreation Department to November B, 1970. Seconded by Mr. Blackstone and motion carried. I ; ., , • 1. e • J 4. Director told Board members that the City had been invited to participate in 5L, one of the summer work programs sponsored by the Federal government. This Program, the Neighborhood Youth Corps, is for underprivileged youth presently in school.(15 years' to 19 years) . They will work 10 weeks, 5 hours per day - and?be paid•$1.45 per hour. The City expects to use approximately 45 youth through this program. r{' 5. Director told Board members that the City Manager has hired an Administrative Intern on a contract basis for six months at a salary of $450 per month. 6. Board approved Director's request to have the Assistant Finance Director exam proctored by personnel agencies in different states. There are seven good applicants from various sections of the United States who have applied for this position and it is felt that they might not come to Clearwater to take the examination simply on the chance that the might et the position. 7. Mr.-Stevens moved that the Personnel Director be granted permission to select a committee to pursue the review and possible revision of the Civil Service Board Rules and Regulations. Seconded by Mr. Ramsey. Motion carried. "•.'..-. Chairman appointed Mi- Stevens to serve as the Board's representative on the commitcee. 8. Mr. Blackstone moved that the Board approve Director's request to permit him +t't: to revise the job description and establish a new salary range for Assistant City Engineer, subject to the Board's ratification at its next regular meeting.
