I / v' The Clearwater Civil Service noard met in regular session Monday eveningt April 13, 1970 in the Civil Service office at City Hall. Members present: Armand J. Falzone, Donald o. McFarland, Cal Blackstone, A. Clifton Stephens and William A. Ramsey. Guests: Mr. Gerald Weimer ,Assistant City Manager, Mr. Vince Finn, City Employees' Association, Mrs. E. C. Marquardt and Mrs. Rosalie Day, League of Women Voters. Chairman Falzone called meeting to order. Mr. McFarland moved that tqe minutes of the meeting of March 9, 1970 be approved as written. Seconded by Mr. Stephens and motion carried. Director reported on certifications and appointments. Director reported on assembled examinations conducted. Director reported on lay-offs, suspensions and dismissals. No Board action necessary. Mr. McFarland moved that the resignations of Richard L. Jennett and Dean R. George Laborers, Electrical Department, V. T. Tonnesen, Mechanic I, Garage Division, Public Works Department, C. L. Laughlin, Key Punch-Verifier Operator, Finance Department, Arzie R. Wolfe) Fire Prevention Inspector, Fire Department, Edward N. Guy, Fire Captain, Fire Department, George J. After discussion, Mr. Blackstone moved that the Board approve City Manager's request to establish a new classification of Traffic Engineer, Range 71, Salary $433 bi-weekly in the Electric-Traffic Department with an initial complement of one (1) position therein. Seconded by Mr. Stephens and motion carried. z. Mr. McFarland moved that the Board approye the City Manager1s request to establish - 2 - Civil Service Board meeting April 13, 1970 a new classification of Computer Programmer, Range 51, Salary $265 bi-weekly in the Data Processing Division of the Finance Department with an initial complement of one (1) position therein. Seconded by Mr. Blackstone. Motion carried. 3. Mr. McFarland moved that the Board ratify the Director's action in approving the establishment of one (1) additional position of Computer Operator II, Range" 45, Salary $229 bi-weekly in the Data Processing Division of the Finance Department. Seconded by Mr. Stephens. Motion carried. 4. Mr. McFarland moved that the Board ratify the Director's action in approving eatablishment of one additional position of Foreman II, Range 44, Salary $223 bi-weekly in the Building Maintenance Division of the Public Works Department. Seconded by Mr. Stephens. Motion carried. 5. Mr. McFarland moved that the Board approve City Manager's request to establish one (1) additional position of Secretary II, Range 33, Salary $171 bi-weekly in the Planning Department and to aholish one (1) position of Secretary 1, Range 29, Salary $155 bi-weekly in the Planning Department. Seconded by Mr. Blackatone and motion carried. 6. After discussion, Mr. Stephens moved that the Board approve Director's recommen- dation to adjust the classification of Library Director from Range 56, $299 bi-weekly to Range 64, $364 bi-weekly and that the incumbent, Sarah Byers, be placed in Step 4 of Range 64, $444 bi-weekly in accordance with provisions of the Executive Section of the current Pay Plan. Seconded by Mr. Blackstone. Motion carried. 7. Mr. McFarland moved that the Board approve City Manager's request to establish ,8 new classification of Laboratory Assistant, Range 40, Salary $203 hi-weekly iu the Water Pollution Control Division of the Utilities Department. Seconded by Mr. Ramsey and motion carried. 8. Director read letter from Patrolman Robert R. Frederiksen requesting a leave of absence from May 15, 1970 to May 15, 1971 to attend the University of Tampa. This has been approved by the City Manager and by Police Chief Frank Daniels. Mr. Ramsey moved that this request be granted. Seconded by Mr. , Stephens and motion carried. 9. Director read letter from Police Patrolman Elmer Richa asking for a change in classification (voluntary demotion) to the classification of Firefighter under the provisions of paragraph (d), Section 11, Rule 8 of the Civil Service Board Rules and Regulations. Mr. McFarland moved that this request be granted. Seconded by Mr. Blackstone. Motion carried.
